Position:
We seek a highly seasoned, energetic and self-directed IT professional to provide expert solution design and integration oversight supporting a portfolio of Health Care Reform (HCR) IT projects, including many projects involving Health Insurance Exchange implementations as mandated by the Affordable Care Act (ACA). This individual will be a core member of the newly formed HCR IT PMO function in the Health Plan IT organization and play a key role in ensuring the successful implementation of our cross-functional, multi-regional projects supporting Health Care Reform.

Essential Functions:
- Closely partner with numerous constituencies to ensure appropriate level of communication, coordination and collaboration to get the work done by the ACA federally mandated deadline. These include the Health Reform Implementation (HRI) PMO, Business teams, HCR IT PMO, national portfolio application delivery teams, regional application delivery teams, and IT support groups, as well as external vendors and governmental agencies.
- Responsible for the overall content, quality, timeliness, and correctness of solution design work products, following the TEAMS process, and in collaboration with solution consultants on application and business teams.
- Ensure requirements, design and overall solution from various work streams are appropriately aligned and integrated across impacted KP systems and state health insurance exchanges.
- Provide integrated systems planning and recommend alternative technologies that will enhance current or anticipated information systems that support overall business goals.
- Lead the review and design concepts for new systems or capabilities and develop & document the technical design for the integration and implementation of identified solutions.
- Provide logical/physical design input to enable integration of new systems into current infrastructure.
- Ensure the development of plans for integration of new system architecture into current infrastructure.
- Provide technical expertise, direction and support to implementation teams on key design and integration considerations and approaches.
- Identify, monitor, track and report on program-level design and solution inter-dependencies (start and finish relationships) and their impact to the program.
- Ensure cross work stream scope and solutions are aligned, and track and manage any identified gaps.
- Support definition of overall program test strategy.
- Negotiate agreements on project schedule and budgets as needed to align with overall program schedule and budget.
- Manage program-level risks and issues, and develop appropriate impact analysis and mitigation strategies.
- Provide input to program status reports for assigned work streams and other communications or presentations as needed.
- Establish and maintain appropriate level of communication with business partners and other stakeholders while managing expectations.
- As needed, initiate, facilitate and manage escalations to next level leadership.
- Ensure program alignment with KP-IT standards and processes.
- Function as a recognized expert in solution design and consulting methods, processes, techniques, and tools.

Qualifications:

Basic Qualifications:
- At least 15 years in IT and 10+ years of experience as a hands-on Solution Consultant/Integrator, IT Project or Program Manager with a proven track record for successfully supporting the implementation of highly complex, large-scale business application systems, involving both vendor and in-house developed solutions on mainframe, client/server and web-based platforms.
- Participation in a key role on projects or programs with a combined team of up to 50 FTEs and up to 25 consultants/contractors, with total budget of up to $50M.
- Multiple sites; multiple regions; up to 20 inter-dependent work tracks.
- Proven expertise in requirement analysis & definition, solution alternative analysis, and solution design methodology and as well as experience with full SDLC.
- Strong process orientation, with ability to determine and establish appropriate level of process required.
- Experienced in developing high-level solution strategies and designs, with cost/benefit and impact analysis.
- Able to develop project plans for solution analysis and design scope of work and effectively track and report on schedules, deliverables and budgets; control scope; manage expectations; and mitigate risk.
- Outstanding teaming and business partner relationship building skills.
- Outstanding people management skills, with extensive experience motivating and leading a team to deliver under tight timeframes.
- Highly experienced in managing a diverse workforce, including projects with on-site, remote, and matrixed team members in multiple geographic locations.
- Highly adept at problem-solving, conflict resolution, and negotiation
- Ability to appropriately navigate and productively function in an environment with significant ambiguities and rapid change.
- Outstanding oral and written communication skills as well as interpersonal skills.
- Prior Healthcare IT experience, large solution consulting/integration or program management experience, and/or 'Big 5' consulting experience highly preferred as are expertise in at least two of the following areas: Xcelys, Diamond, Peoplesoft, Siebel, Callidus, AllFusion Gen (Cool:Gen), Sales Force Automation, CRM, ERP, HIPAA, Benefits Administration, Claims Processing.
Preferred Qualifications:
- Undergraduate degree in Computer Science, MIS, Engineering, or other technical discipline or equivalent experience preferred.
- An advanced degree would be a plus.
