Under the direction of the Department Director or Manager, formulate, implement and direct programs, policies and procedures which assure quality and standardization of departmental technical services in all Northwest Division Laboratories. Act as region-wide technical advisor for laboratory personnel and Northwest Permanente Clinicians. Coordinate vendor purchasing, negotiation, capital equipment acquisition functions, and direct the division-wide technical services of the specific departments (Chemistry/Hematology/Microbiology). Observing the principles of partnership and in collaboration with Supervisors and/or Team Advisors, perform administrative functions including recruitment, hiring, training, performance management, performance evaluation and termination.
Essential Functions:
- Serve as a region wide technical consultant for managers, supervisors, technologists, physicians, and health care professionals. Analyze, advise, direct and coordinate technical problem identification and resolution activities, both internal and external to the laboratory. Advise and recommend additional testing
- Appraise existing methodologies & instrument systems, modify as needed. Analyze clinical & laboratory needs, direct the selection & evaluation of new methods & instruments
- Collaborate w/Laboratory Managers & Supervisors to manage the provision of departmental testing in laboratories & to organize implementation of new programs, instruments & tests
- Develop, coordinate, & standardize region-wide departmental practices & procedures; direct implementations; ensure all standards are met as outlined by accrediting agencies including ISO, CAP, JCAHO & the State of Oregon Radiation Control Regulatory Agency
- Observing the principles of partnership management, collaborate w/ the Department Director to formulate, plan &direct division-wide technical goals, policies & programs
- Develop & oversee the region-wide Department Quality Improvement Programs; instruct & authorize supervisors to review Quality Assurance and Quality Control records, perform follow-up & review. Specify appropriate level of proficiency testing for each laboratory. Audit results of proficiency
- Observing the principles of partnership management & in collaboration w/Supervisors and/or Team Advisors, recruit, interview, and select, orient, provide training, coach, evaluate performance, and recognize achievements. Initiate, implement & document department continuing education events; council, discipline & terminate in accordance w/state & Federal law & EEO guidelines
- Formulate & administer annual labor & non-labor operating budget for cost centers; monitor & account for variances. Advise laboratory managers & supervisors on preparation of non-labor operating budgets in regards to technical area of expertise. Administer Capital Equipment Budgets
- Prepare and document administrative & financial reports and revision of laboratory policies. Coordinate inventory/purchasing/vendor policies for supplies: specify products used; forecast inventory based on workload; negotiate w/vendors to maintain effective service & represent chemistry in vendor interaction

Qualifications:

Basic Qualifications:
- Minimum of4 years of recent clinicalchemistry experience under a qualified director
- Proven knowledge ofchemistry testing principles and practices
- Experience with planning and implementation ofchemistry testing
- Minimum of 2 years supervisory/leadership experience or equivalent combination of experience in quality control review, purchasing, problem solving and personnel management
- Bachelor's degree in medical technology or related science
- CLS(NCA) or MT (ASCP) or M (ASCP) or SM (ASCP)
Valid driver's license
- Completion of approved structured program in medical technology or equivalent knowledge
- Thorough knowledge of routine departmental theory, equipment and technique
- Working knowledge of principles of quality control and quality assurance
- Demonstrates customer-focused service skills
- Demonstrated verbal and written command of the English language
- Proven oral and written communication skills
- Proven problem solving skills
- Adaptability and flexibility
- Ability to understand and operate multiple types of departmental equipment

Salary range: $70,800 to $92,000 annual based on experience
