POSITION SUMMARY

Kaiser Permanente Information Technology (IT) has identified our project portfolio management (PPM) discipline as a critical capability. IT executives now heavily rely upon the data (financial and non-financial) captured and reported from our stewarded management systems for decision making. Equally critical is managing conformance to standardized PPM practices and our ability to foster accountability given legislation like SOX (the Sarbanes-Oxley Act), which requires the existence of defined IT practices.

SDLC Tools and Support mission is to ensure timely, accurate and actionable information for high value enterprise-level decision making for IT at Kaiser Permanente. This actionable information is specifically in regards to:
A. Where information technology dollars should be spent
B. Optimization of dollars spent
C. Delivery performance indicators
D. Outcome measures
E. Data and information standards, integration, workflow and analytics as to Business Management & Operations (BMO) stewarded systems

Our implementation of CA Clarity PPM provides the organization with a comprehensive and highly integrated suite of tools that allow KP to manage every aspect of their projects, programs and portfolios, and permits exceptional visibility into the current and projected use of staff and contract resources.

The SDLC Tools and Support provides consulting support for the CA Clarity PPM Product Suite. We champion the reduction of variation in the adoption, conformity and fidelity to Clarity PPM & Open Workbench. Maturing portfolio and project management capabilities using integrated structured implementation plans will maximize the success of our EPM features and capabilities roll out. The current version of the enterprise PPM application (CA Clarity 12.1.1) is considered best in breed in the marketplace. The position will report to the RPM Production and Operations manager in the STS Organization.


PRINCIPAL RESPONSIBILITIES:

Ensures efficient and effective integration among all systems interfacing with the primary PPM tool or other tools supported by the department
Engages in new efforts to improve and enhance application use through the development and implementation of new functionality
Aid in the Project Life-Cycle events for upgrades and major application investments providing application expertise and configuration recommendations
Reviews and recommends improvements to instruction manuals, system documentation, standards and procedures
Creates Requirements documents, architects solutions and fully documents the solution and process, configures system to meet requirements
Coordinates project deliverables across project plans, guides lower level resources to support project requirements, attends and participates in project meetings, and distributes project information to staff
Troubleshoots and helps resolve escalated production issues, failures and anomalies.
Aids production support area when appropriate
Supports the standardized use of CA Clarity PPM and Open Workbench, as well as consults and mentors in order to yield higher levels of mastery and proficiency
Communicates and coordinates activities with other departments
Assists in the evaluation of CA Clarity releases and other vendor products for suitability in the KP environment
Assists in the preparation and delivery of CA Clarity PPM product presentations to the various BMOs and PMOs to support ongoing improvements of project portfolio management practices
Identifies opportunities to extend PPM product portfolio into the KP enterprise
Assists RPM Program Manager in preparation strategic roadmap for the enterprise PPM suite, and recommends release packaging, leveraging research, background and experience

Qualifications:

Minimum Requirements:

Bachelors Degree or four years of equivalent experience in Information Technology.
Minimum of 7 years of related IT or business experience
Minimum of 4 years of software implementation experience
Minimum of 4 years of Open Workbench, MS Project or similar scheduler tool experience
Minimum of 4 years experience in professional services or similar consulting
Minimum of 4 years experience with large-scale project/program management
Prior experience in facilitating collaboration across a matrixed organization
Executive -level presentation, summarization, communication, analytical and writing skills
Significant skills in Microsoft Office Suite of tools
Strong skills required in project planning, critical thinking, analysis, and meeting facilitation


Preferred Requirements:

Clarity certification, version 12.X or higher preferred
Business process re-engineering and work design experience
Project portfolio management training delivery experience
Service management experience
Managing budget, P&L
Six Sigma, ITL or similar training
Knowledge of SharePoint with Clarity development
Project and/or Portfolio management experience
Release management experience
Experience in delivering solutions to Healthcare Industry
CAPM or PMI certification
