GENERAL SUMMARY


As part of the IT organization you will be working directly with business customers at all levels within the organization, and outside parties, provides leadership, functional expertise, and business process consulting in facilitating requirements, process documentation and solution proposals.


- Leads requirements gathering and solution proposals by working with development staff, internal business customers and external clients.
- Accountable for providing leadership and direction to ensure the appropriate documentation of requirements, process, functional specifications and the collection of data, documentation of information, and presentation of findings.
- Provides mentoring and guidance to staff.
ESSENTIAL RESPONSIBILITIES


- Conducts analysis of business processes and functional requirements.
- Prepares appropriate documentation to communicate and validate the information.
- Produces functional specifications, use case document, requirement traceability matrix's, BPM process documentation
- Becomes the Subject Matter expert to the development team during the design and construction phases of a project.
- Reviews and develops the analysis, leads the evaluation of existing application products, and recommends efficient, cost effective solutions which support client business processes and functional requirements.
- Provides leadership and direction to staff and customers to ensure that the requirements are appropriately defined and that an enhancement or project is warranted.
- Coordinates and leads cross-functional task forces to identify and document functional requirements, work flow, information sources and distribution paths, and system specifications.
- Reviews the development of business cases to ensure the cost, service, and benefit dimensions of proposed large, complex IT projects are appropriately reflected.
- Applies expert technical and business knowledge to analyze client requirements in project areas such as:

- IT testing and product acceptance,
- new business operating models with innovative approaches to IT solutions support,
- market research of emerging or available product functionality,
- operational readiness
- Performs knowledge transfer to other staff. May review their work.
- Provides mentoring and guidance to staff. Qualifications:

JOB SPECIFICATIONS


- Previous (10+ years) experience as a Healthcare Business or Systems Analyst, particularly working in information systems development in support of operational and IT-based business units within the Medicare Advantage Enrollment and Eligibility space.
- Demonstrated analytical, problem solving, and documentation skills, particularly with key metrics key to measuring and analyzing operational performance, understanding of CMS related operational processing concepts (BEQ, TRR, MMR, LIS, LEP, COB, Out of Area, SPAP).  Familiarity and Ability to accurately interpret, validate and translate “to-be”, operational business practices into functional and non-functional requirements.
- Excellent verbal, written, and presentation communication skills, Adaptive communication style suitable to situation at hand is required.  Strong communication skills in proactive surfacing items of risk, concern within the project team as a project progresses.
- Extensive knowledge Medicare Knowledge relative to Centers for Medicare and Medicaid Services (CMS) Chapter Guidance. 
- Experience and knowledge of waterfall and Agile software development lifecycle methodologies.
- Knowledge of JIRA and HP Quality Center tools a plus.
- Data/Platform conversion experience a plus, particularly with regard to interacting with a software testing organization.
- Demonstrated knowledge of constructing, interpreting and modifying visual representations (i.e. swim lane based process flows, ERD’s, and data dictionaries.
- Familiarity with n-Tier technical architectures relative to Rules Based Engines, workflows and queue-based processing.
