Johnson & Johnson Los Angeles Plant is currently seeking a Staff Utilities Engineer.
The Staff Utilities Engineer provides technical engineering support to achieve operational objectives through the implementation of capital projects, manufacturing system improvements. The position will comply with Neutrogena's policies, procedures, quality standards and current Good Manufacturing Practices (cGMP) as well as safety and environmental regulations (OSHA and other safety / environmental agencies). Essential tasks of the position include: implementing concurrent project assignments, at various levels of completion, requiring several areas of technical and functional expertise supporting manufacturing/operational needs, providing an engineering and operational perspective for utility equipment selection, custom design, integration, capital justification, project management, specifications, acceptance criteria, installation, commissioning, validation, operator training, and maintenance turnover in accordance to good engineering principles, OSHA, FDA/GMP, environmental, J&J and Neutrogena corporate standards and other applicable legal requirements and preparing or directing preparation of engineering designs, systems integration, floor plans, detailed drawings, schematics, presentations and training materials for sanitary and plant utilities (i.e. USP purified water, sanitary compressed air, steam, HVAC systems, compressed gases).
The Staff Utilities Engineer provides leadership (by example) in the areas of the J&J Credo, safety, GMP, operational effectiveness and by challenging the "status quo", evaluates the impact of future equipment, processes, methods and technology on operations for utility system and performs benchmarking with other J&J sites and industry in general. The position will analyze complex or unique business process requirements and improvement opportunities, distill technical information and provide presentations to cross-functional management teams and establish and adhere to budgets and time commitments. The Staff Utilities Engineer solicits bids and purchases equipment or services from vendors and contractors, establishes good working relationships with vendors and Neutrogena partners and supervises trade contractors for duration of project/s.
Additional job tasks of the Staff Utilities Engineer include: provide functional team and troubleshooting support for facilities and manufacturing, collect data, conduct needs assessment and assemble samples and information for investigations. The position will promote compliance adherence (quality, safety, environmental): assist in the investigation of all incidents in work area, determine basic cause(s), develop recommendations for corrective action, and follow-up to ensure completion of corrective action (CAPA), hold supervisors and team leaders accountable for maintaining compliant work areas and insure all employees/vendors follow policies and observe rules. The position will perform other duties as assigned by management. The position is located in Los Angeles, CA and may require up to 5% project related travel.
Qualifications
It is required of the Staff Utilities Engineer to have a minimum of a Bachelor's Degree in Engineering from a four-year accredited college or. It is preferred the successful candidate have a degree in Mechanical or Chemical Engineering. It is required the Staff Utilities Engineer possess a minimum of 10 years professional, work-related experience in an FDA/GMP process and/or packaging environment, OTC, pharmaceutical or biotech industries. It is required to have hands-on experience with design, installation and maintenance of sanitary USP or WFI water systems experience. It is required to have experience in the development and installation of utilities systems, installation of process and/or mechanical piping/systems (in-house or contract) and capital project justification, execution and multiple project management.
Required experience of the Staff Utilities Engineer also includes: specifications and contract writing, bidding, purchasing, factory acceptance, validation protocols and experience in Change Control process. It is preferred the successful candidate have experience with the supervision of maintenance and/or contract trades related to the implementation of assigned projects and experience in the implementation of projects in the facilities area, such as compressed air system, HVAC and boiler in the FDA regulated industry.
It is required of the Staff Utilities Engineer to possess computer skills proficiency with Microsoft Office, Microsoft Project and AutoCAD. It is required to possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, technical drawings or governmental regulations and the ability to write reports, business correspondence and procedure manuals. It is required the Staff Utilities Engineer have the ability to perform cause-and-effect analysis and the ability to successfully utilize troubleshooting logic. It is also required to possess knowledge of regulatory requirements and current trends in an OTC environment. The position is located in Los Angeles, CA and may require up to 5% project related travel.
