Several years ago, Kaiser Permanente embarked on an ambitious project (KP HealthConnect) to implement Epic's electronic health record system (EHR) and operating platform that improved the quality of healthcare delivered to their members. Working in partnership with Epic, Kaiser Permanente has invested billions of dollars in the KP HealthConnect EHR system which enables clinical staff to access to relevant health care information; and optimizes scheduling, registration, billing and coding. Internet capability offers patients access to their medical information and the ability to send and receive secure messages to clinicians. Additional functionality includes enterprise wide operational reporting.
The Manager of Application Delivery is a member of the Kaiser Permanente IT Care Delivery BIO Information Services group. The position provides leadership and oversight to the Application Delivery team and its functions including solution consulting, application development, and code packaging and delivery process management. The position manages day-to-day operations of the Application Delivery team. Reporting to the Director of Mobility and Application Delivery in CD BIO Information Services, the position also participates in the leadership activities including strategic planning, process improvement, and engagement and relationship management with national and regional business partners and vendors.
A well rounded set of experience with managing software development life cycle and integration with organizational support model, while understanding the complex multi-level business model of the national/regional organizations, is required to be successful in this position
JOB RESPONSIBILITIES (listed in order of importance):
Managing a team of highly skilled IT professionals, the key management activities of the position include:
Provide oversight and leadership to the team on solution consulting tasks and projects to build high-quality, efficient, and safe technical solutions to support business needs of the national and regional business partners and customers.
Manage the organization's code development, packing, and delivery processes. Also, identify and lead on process improvement opportunities in the existing processes.
Manage relationships with business partners, especially medical groups in Northern and Southern California
Partner with the other KPIT groups to lead technology changes that advance quality care across the continuum.
Establish departmental strategy and tactics, and contributes to operational area's strategy formulation and execution.
Foster collaborative relationships- externally and internally- to optimize quality results and positive team work
Manage HR/People processes for the department including performance management, resource management, compensation planning and administration, objective setting/alignment, employee development/coaching and training. Responsible for management of day to day operations of a department or area.
Accomplish financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions
Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; recommending system improvements.
Support compliance and the Principles of Responsibility (KP's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and KP's policies and procedure
Qualifications:
BASIC QUALIFICATIONS:
Bachelor's degree in Management Information Systems, Computer Science, College of Business majors, Healthcare Administration, or related subject preferred and/or equivalent experience
A minimum 7 years of progressively responsible management experience in IT organization with the following areas of responsibility: personnel management, planning, budget/financial management, and staffing
A minimum 5 years experience in IT with emphasis on application development and related process management
Epic application knowledge.
Strong project management skills to lead meetings, prioritize tasks, resolve conflicts, maintain issues list, and manage project plan
Strong detailed analytical thinking, problem solving, and results-oriented skills
Knowledge of regulatory requirements, in particular, HIPAA and PHI
Proficiency in customer and client relations including team focus, influence, partnership and collaboration
Proven track record of business partnerships, especially in Northern and Southern California
Excellent written & verbal communication and interpersonal skills
Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects. Ability to participate in and facilitate group meetings.
20% travel may be required.
PREFERRED QUALIFICATIONS:
- Epic certification in one or more Epic modules
- Project Management Professional (PMP) certified
- 10 or more years of experience in healthcare or healthcare IT organization
- Process improvement knowledge and experience
- Understanding of Kaiser Permanente's national and regional organizational structure
