Provides executive business line leadership, direction, decision-making and oversight for the National Pharmacy contracting and supply chain management functions. Responsible for the development and execution of overall business line strategies to meet service and financial expectations, member growth and business expansion needs and future pharmacy warehouse and pharmacy supply chain performance improvement processes on a regional and national basis. Primary areas of accountability include oversight and strategic planning for the national supply chain functions, including pharmacy warehouse operations and distribution, logistics, inventory management , vendor selection, and purchasing, contracting and procurement activities. Additional areas of focus are related to Pharmacy Supply Chain space planning and facility design, workflow standardization and consistency, usage of technology, management reporting systems, utilization of resources, financial strategies and target achievement, quality management, performance improvement processes, excellence in customer service, people management and development, policy and procedure development and legal and regulatory compliance.
Essential Functions:
- Provides executive leadership in the development of strategies for National Pharmacy Supply Chain that include Contracting, Purchasing, Pharmacy Item Master Management, Distribution and Regional and National Supply Chain Management functions. Influences pharmacy products and drug expenditures of over $3.2 billion annually for Outpatient Pharmacies, close to $900 million annually for Clinic Administered Drugs and over $400 million for the Inpatient Program. Directly responsible for a team of 10-15 pharmacy leaders with regional/national scope.
- Provides executive leadership in the development of National Pharmacy Contracting and National Supply Chain Management vision and strategy for the regions, including the establishment of organizationally-aligned performance goals, timelines and outcome measures. Responsible for prioritizing and adjusting the strategic plan and initiatives in response to organizational, regulatory or market driven imperatives.
- Provides executive leadership in the development and implementation of strategies to achieve acceptable ROI for pharmacy warehoused items as well as strategic purchasing and investments.
- Provides executive leadership to seek out, promote and facilitate the rapid adoption and assimilation of best practices and innovations in service, work methods, technology, and operational systems which improve pharmacy service, quality and efficiency in the regions.
- Provides executive leadership to assist with Workforce Planning and Leadership/Management Development to ensure long term success of National Pharmacy Contracting and National Supply Chain Management in Kaiser Permanente.
- Provides executive leadership and direction to assure compliance with Pharmacy law, regulations, pharmacy business practices, accreditation standards, SOX controls and other Kaiser Permanente policies.
- Provides executive leadership and direction to Sr. Directors and Directors of Supply Chain Management in order to manage all activities related to the warehousing, storage, and distribution of National pharmacy material products and services. Achieves outcomes related to reducing total costs of products, services, technologies and procurement, as well as improving inventory tracking and accuracy and reducing inventory levels.
Qualifications:

Basic Qualifications:
- Degree in Pharmacy required with7 to10 years of comprehensive senior management experience in pharmacy operations (including understanding of outpatient pharmacies, inpatient pharmacies, specialty pharmacy, central fill operations, call centers and clinically administered medication practices, pharmacy contracting and pharmacy warehousing).
- Extensive background (5 to7 years) in senior leader level management in a healthcare multi-systems, multi-facility hospital and/or drug chain organization.
- Minimum of 5 years of management experience in complex materials management/supply chain to include responsibility for distribution, production, logistics and leading project teams with pharmacy contracting and supply chain management experience required.
- Demonstrated ability to manage customer relationships, prioritize customer requirements and needs and maintain continuous improvement of material management processes and services.
- Demonstrated ability to utilize oral and written communication, project management, problem-solving, and negotiation skills.
- Demonstrated ability to analyze problems, make recommendations, and implement solutions.
- Demonstrated ability to facilitate and implement change, with a documented record of success in turn-around situations. Ability to demonstrate knowledge of material management principles , concepts, practices, methods and techniques (e.g. purchasing, receiving, storage, and distribution).
- Demonstrated ability to manage operation of inventory control systems and software applications.
- Demonstrated ability to manage and control budgets.
- Must be able to work in a Labor/Management partnership environment.
Preferred Qualifications:
- M.S. in Pharmacy or Pharm. D. and ASHP Accredited Residency preferred.
- Advanced degree such as an MBA preferred.
- Certification as a Certified Materials and Resources Professional ( CMRP ) by the Association for Healthcare Resource and Materials Management or as a Certified Professional in Supply Management (CPSM ) by the Institute for Supply Management preferred.
