The incumbent is responsible for managing local coding operations, assessing staffing requirements based upon the local needs, making adjustments as necessary and ensuring the coding function is complete, accurate and timely while meeting compliance requirements.The incumbent also works closely with the HIM Director and regional coding leadership regarding the development of short and long range department goals and objectives and functions as the liaison to other local departments regarding coding issues.

Essential Functions:
- Manages the coding operations in order to ensure quality and/or quantity goals are met.
- Identifies, coordinates, and implements projects and/or programs to improve the quality and cost-effectiveness of coding operations.
- Ensures projects are completed on schedule following established procedures and schedules.
- Estimates personnel needs and assigns work to meet completion dates.
- Reviews department performance.
- Ensures compliance with department and organization policies and procedures.
- Manages, coordinates and provides leadership to the coding supervisor and staff.
- Provides training, coaching, and professional development.
- Interviews and recommends candidates for employment or termination.
- Conducts performance evaluations for assigned staff. Resolves grievances.
- Assists the HIM Director and regional coding leadership with the development of short and long range department goals and objectives.
- Accountable for non-payroll budget expenses.
- Participates in the budget planning and preparation process of assigned work units to meet fiscal goals.
- Provides support and advice to management.
- Serves as a liaison between management, other departments, subordinates and/or members.
- Resolves problems and complaints from other departments, other managers.
- Conducts analyses and produces reports for management.

Secondary Functions:
- Manage HIM Analyst and MinRec Clerks.
- Responsible for oversight of the coding unit for the East Bay Kaiser Hospitals.
- Serve as a liaison to the various internal departments and individuals when they need information focused towards coding.
- Co-manage the department.
- Establish internal coding audits, manage, educate, and train the coding staff to maintain the established threshold of accuracy and coding turn-around time that meets with our Regional Revenue Cycle Dashboard Goals.
Qualifications:

Basic Qualifications:
- At least three (3) years of experience supervising a multi-disciplinary coding staff of nonexempt and entry level employees.
- At least five (5) years of experience and knowledge of coding procedures, policies, and regulations.
- Experience conducting training programs.
- Experience with budget management.
- Bachelor's degree OR associate's degree with equivalent experience required.
- BA/ BS in in Health Information Management (HIM), Health Care Administration or a related field; AA in Health Information Management preferred.
- RHIA or RHIT, and CCS required.
- Proficient in a variety of software applications.
- Ability to effectively coordinate multiple projects, use time management skills and independent judgment.
- Ability to adapt to shifting priorities; be a team player, tactful, and diplomatic.
- Strong customer service and interpersonal skills required to communicate effectively with all levels of management internal/external.
- Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:
- Supervisory experience in an HIM Department.
