LEAD BI BUSINESS CONSULTANT
Mid-Atlantic States Business Intelligence Team is seeking an experienced Lead Business Consultant to support the reinventing of the region's Business Intelligence capabilities to providing high quality data warehouse and data analytics services to its customers. This role will provide the design of data marts and analytics in areas such as membership, claims, pharmacy and medical encounters and be a key player in developing applications solutions where data warehouse and analytics tools add value. The lead business consultant will assist with the development of business and data models to support those efforts. This position will work closely with business and IT partners requesting data warehouse and/or analytics support, to interpret requirements, and assess impact on current and planned business and data models. In addition, the role will work closely with BI management and other Leads to help develop and implement the data warehouse and analytics strategy.
Essential Functions:
Work with regional and national partners to interpret requirements, document application impact on business and data models and workflows
Work with Business Intelligence and IT management to communicate and implement Data Warehouse and Analytics strategy to BI constituents
Maintain appropriate models for the regions data, analytics and information platforms
Work with project teams to ensure awareness of data and information availability providing insight to capabilities to enhance their projects
Attend and participate in business concept meetings where needed
Attend Data Warehouse and Analytics governance meetings as appropriate
Participate in process improvement committees and activities
Independently initiates, identifies and coordinates the analysis of complex client BI needs in project areas such as: new business operating models, innovative approaches to IT solutions support, market research of emerging or available BI functionality and operational readiness assessment.
Identifies opportunities for increasing business efficiency through improved data and analytics systems.
Leads cross-functional and/or cross-divisional IT task forces to identify and document functional requirements, workflow, information sources and distribution paths, and system specifications.
May establish IT cross-functional task forces.
Coordinates the development of comprehensive business cases with cost, service, benefit and ROI dimensions of proposed IT projects that are used at management and executive levels for funding and scope decisions.
Presents completed business cases to leadership for approvals.
Develops the analysis and definition of efficient, cost effective IT solutions that support client business processes and functional requirements for complex IT projects or sub tasks on large IT projects.
Evaluates existing BI applications that could address client requirements and develops recommendations where appropriate.
Evaluates alternative operational efficiencies.
Plans, leads, coordinates, and conducts the analysis of client business processes and functional requirements and the preparation of appropriate documentation to communicate and validate the information.
Develops cross-initiative integration plans.
Identifies other IT initiatives that exist and ensures that efforts are not duplicated.
Consults on the integration of data and reporting into the work environment, regarding their operational and training implications.
Provides leadership and direction to clients in consulting, planning, marketing and training of multiple, complex BI applications.
Maintains current knowledge of application systems, interfaces, reporting processes, and data capture.
Manages ongoing application support with the various IT technical areas to ensure continued application usage and success.
Maintains current knowledge on health care industry, regulations, and KP and KP-IT business strategies.
Develops test plans.
Provides product expertise to client groups, delivers presentations, demonstrations and training for application systems.
Coordinates installation and first-use of new applications.
May provide specialized support to a specific business area.
Serves as a single point of contact for the resolution of client issues.
May maintain strategic user tables.
Chooses, recommends, creates and/or adopts techniques, standards and methodologies to apply.
Makes recommendations for improvements to KP standards/methodologies.
Advises clients on the consequences of actions.
Communicates risks and ensures understanding of these risks.
Jointly develops risk assessment of plan with client.
Provides on-going communication.
Develops project plans for specific client's IT projects or project sub-tasks.
Acts as technical or track lead in the coordination of solution development and the implementation of the final BI product/service.
Acts as a liaison between business clients and technical staff and/or with development staff throughout the development life cycle.
May develop project plans.
Identifies and coordinates with project managers and implements schedule deadlines as appropriate.
Manages shared resource demands.
Provides on-going technical or track management and status reporting at all levels.
Coaches as appropriate.
Acts as a resource for lower-level staff.
Provides reviews and monitors work products of lower level resources.
Provides on-the-job training on techniques and methodologies at the Intermediate level.
Qualifications:
Basic Qualifications:
- Bachelor's degree information technology or related field or an additional 4 years of related work experience
- 8 years of experience in functional analysis for progressively complex technology applications, including interviewing business users, developing and documenting thorough business requirements and logical BI design specifications, and providing high-level estimates
- 3 years of progressively more complex experience with data and business process modeling
- Demonstrated collaboration, documentation, and presentation skills
- Experience and expertise in technical business intelligence areas including data warehousing, data marts, reporting and analytics
- Excellent communications and interpersonal skills
- Excellent oral and written communications skills
- 2 years of experienceworking through solutions and ideas with multiple local and remote departments and will be required to effectively present suggested ideas to groups of various sizes both local and remote. Demonstrated ability in project, process management, and data management
Preferred Qualifications:
- Experience with data and applications in the health care and insurance fields
- Knowledge of KP Health Plan systems preferably within the Membership domain, or general Health Plan Administration knowledge
- Knowledge of Requirements and document management tools such as Borland Caliber RM and StarTeam
- Experience with data and process modeling tools
- Knowledge of Business Objects, the use of Dashboards, and advanced analytics concepts
- Experience with system release capacity and demand planning for IT systems
- Knowledge of structured analysis or use-case based analysis
- Demonstrated ability to work with both Technical and Business management and staff
- Must have a positive attitude and the ability to collaborate and communicate with all levels of management
- Must have a strong team focus and ability to work well under deadlines
