Under general supervision, this position exists to build web and client based reporting and web presentation objects (Reports, Reporting Models, Dashboards) that assist the organization in making strategic data related decisions. This position functions as an application and reporting development consultant and programmer.
Essential Functions:
- Designs and enhances databases.
- Designs menu systems that are effective and user-friendly.
- Develops reports with accurate, easy to read, useful information.
- Designs and generates tracking and monitoring tools.
- Participates in the development of outcomes and process measures, including technical specifications, to enable population measurement, guideline implementation, and evaluation.
- Builds and maintains complex statistical routines using macros, vendor software, and software written by self and others.
- Tests and maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL).
- Builds sophisticated statistical models and forecasting tools using these databases.
- Defines and frames complex multi-dimensional healthcare issues and develops time tables/processes for decision making.
- Translates needs, issues, and ideas into effective strategies and action plans.
- Formulates specific implementation plans and evaluates the effectiveness of actions/programs implemented.
- Develops creative alternative solutions.
- Works closely with IT and outside partners (and physicians for TPMG departments).
- May coordinate team/project activities and schedules.
- May assist in the determination of goals and priorities with team, clients, or project management sponsors.
- May provide leadership to multi-disciplinary project teams.
- Communicates results/recommendations to project sponsors, clients, and various senior level audiences (including physicians for TPMG departments).
Secondary Functions:
1. Defines and frames complex technological issues in healthcare operations and develops processes or tools for decision making. Translates needs, issues, and ideas into effective strategies and action plans. Formulates specific implementation plans and evaluates the effectiveness of actions/programs implemented. Develops creative alternative solutions.
2. Manages the infrastructure and security for applications and tools designed by self and team.
3. May lead team projects and facilitate goals and priorities with teams, clients, or project management sponsors.
4. Works closely with IT, outside partners, and physicians to coordinate implementation of tools.
5. Able to document applications and tools as well as train other IT professionals and end users in use.
6. Communicates results/recommendations to project sponsors, clients, and various senior level audiences including physicians.
This position may be filled as a Data Consultant (924804) or a Senior Data Consultant (924802) depending on knowledge and experience.

Sr Data Consultant (924802):
- Five (5) plus years programming in Cognos, SQL, VBA, net or equivalent statistical analytical programming language
- Master's degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field, or equivalent bachelor's degree & work experience in lieu of a master's degree
OR
Data Consultant (924804):
- Three (3) to five (5) years programming in Cognos, SQL, VBA, .net or equivalent statistical analytical programming language.
- Experience with analytical manipulation and interpretation of large databases required.
- Bachelor of Arts degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field required, or equivalent work experience in lieu of a degree.
- Broad familiarity with medical practices, especially population management and process and outcomes measurement.
- Microsoft Office skills required.
- Very strong analytic and critical thinking skills, writing skills, communication skills, consulting skills, and ability to work within a team.
- Ability to express complex analytical and technical information to senior management or to audiences with clinical training.
- Must be an independent self-starter.
- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
- Two to five years experience in application development and/or analytical report development required, preferably in the healthcare industry.
- Bachelors degree in CS/ Information Systems or related field. - Experience with MVS/TSO operating systems required. Knowledge of JCL strongly preferred.
- Project management experience strongly preferred.
- Master's degree preferred.
-Experience with OLAP and databases such as SQL, DB2, Oracle highly preferred, as is experience with the IBM Cognos Business Intelligence suite of web based and client tools (Report Studio, Analysis Studio, Query Studio, Cognos Workspace/Business Insight, Framework Manager, Transformer, and Data Manager).
- Knowledge of Cognos Configuration Manager, Cognos Security & Portal Administration features, SQL DTS, XML, JAVA, Visual Studio .NET, MVS/TSO, PCSAS, IIS, any DBA and Windows Server OS Administration skills also a plus.
- Ability to manage multiple concurrent project deadlines.
