GENERAL SUMMARY



Provides expert level consultation to all IT departments on technical implementations in a health care environment. Analyzes and implements complex database architectures and relational database designs across multiple systems and projects.  Ability to coordinate analysis to root-cause, develop and articulate resolution action plan, coordinate tasks across diverse disciplines in Information Technology, and provide permanent resolution to complex problems within relatively small amount of time with a goal to prevent, reduce or eliminate business impact of problems in the production environment.  Supports multiple projects that are large in scope, typically cross-functional and technically difficult, often involving combinations of platforms and computing environments. Receives limited direction from management. Provides technical guidance across IT on data architecture assignments.
 

ESSENTIAL RESPONSIBILITIES


- Provides comprehensive consultation to database administrators, developers, architects, and client areas to resolve complex health care data requests. Provides expert level technical support and mentoring to the data management team. 
- Interface with other internal IT teams to document technical changes, collect metrics and ensure resources follow process and procedures.
- Coordinates support with various IT teams (Application Development, Infrastructure, QA, and Technology Vendors) to drive resolution of reported problems.  Drive root-cause analysis of Problems, and shepherd resolution through the software development lifecycle.  Manage regular meetings with business and IT stakeholders to prioritize and resolve important problems.  Identify common relationships in reported production issues.  Drive root-cause analysis of problems, and drive resolution through the SDLC process.
- Develops and implements processes for effectively managing major system enhancements or upgrades.  Follow the Change Management process for ticket resolution.  Evaluate scheduled Coventry Data Warehouse application and environment changes for associated risks, and advocate mitigations to such risks.  Establish Service Level Agreements between business customers and service providers.
- Conducts performance tuning reviews for improvements to large and complex databases. Prepares written reports of findings with recommendations and cost justification statements.  Develop system capacity plan and monitor activity performance metrics.  Create and monitor system performance benchmarks.
- Must possess excellent organizational,communication, and management skills.
- Assists in the development of project estimates, plans, and timetables.
- Serves as technical lead on large projects.
- Must have experience managing multiple projects simultaneously
- Ability to work in a high pressure environment
- Provide periodic on-call support
- Performs other duties as required.

Qualifications:

JOB SPECIFICATIONS

- Bachelor’s degree or equivalent experience.
- Extensive (10+ years) experience in data process including data/process Analysis, systems analysis, programming in a DBMS environment, DSS Systems, VLDB Architecture, SQL and PL/SQL, MS Windows, and UNIX.
- Previous experience (5-7 years) in project and team leadership/management.
- In-depth understanding of the systems development process.
- Comprehensive knowledge of data and process analysis and database development technologies and tools.
- Demonstrated consultative, analytical, and problem solving skills.
- Ability to work effectively with clients and other technical staff.
