Accountable for continuously monitoring and managing work flow and rating processes that assist in maintaining the financial viability of the organization. Supervises assigned staff.

Essential Functions:
- Provides strategic and business direction in consideration of business, marketplace and competitor dynamics.
- Develops underwriting strategies that support the goals of the department and Kaiser Permanente.
- Directs and leads the Team to implement underwriting strategies.
- Partners with Sales and Account Management to optimize potential for sustainable growth and achieving revenue requirements.
- Monitors the success criteria to ensure strategies are delivering the desired outcomes.
- Educates Sales/Account Management leadership and staff on underwriting rationale and methodology.
- Collaborates with key stakeholders to develop key messages and engage senior management sponsorship. Interprets key messages into what it means for the team.
- Evaluates impact of key relationships on business results.
- Provides continuous reinforcement on underwriting policies.
- Builds relationships with leaders and staff of internal and external partners and customers.
- Models and actively participates with team in the development of key business relationships.
- Conducts account review including the most complex cases to ensure accuracy and appropriateness of quotes.
- Reviews and ensures quotes on strategic and other assigned accounts are in alignment with account strategy.
- Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.
- Sets and communicates clear expectations, goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
- Creates and maintains a coaching culture and a positive, empowering work environment that promotes continuous learning, personal accountability, and career growth by orienting, coaching, developing and evaluating assigned staff as appropriate.
- Achieves revenue, membership and margin targets by book of business or area of responsibility.
- Monitors organization/business performance metrics and acts when needed.
- Develops a culture of collaboration and accountability between sales, account management, underwriting, actuarial and other key internal partners. Encourages team to actively build relationships with these areas.
- Implements continuous quality improvement programs within department and across functional departments, including technology changes and enhancements.
- Partners with key regional and national stakeholders to develop, design and implement process improvements.
Qualifications:

Basic Qualifications:
- Seven years progressive experience in rating, underwriting, marketplace evaluations, and/or financial analysis in a managed care environment; or eight years quantitative analysis experience.
- Two years management experience.
- Bachelor's degree in mathematics, statistics, business administration or a related field or equivalent related experience.
- Demonstrated knowledge of and skill in analytical thinking, decision making, marketplace acumen, negotiating, political savvy, public speaking, strategic/systems thinking, team building, written and spoken communication, and leadership.

Preferred Qualifications:
- Large group underwriting experience.
