Develops, implements and manages the recruitment strategies, recruitment operations and workforce planning activities for the Hawaii region. Serves as the local Client Manager representing Recruitment Services to area leadership and all departments. Manages the local recruitment staff in the development, implementation, and administration of area program strategies for recruitment, workforce and succession planning for priority positions. Provides training programs in recruitment orientation, sourcing, interviewing, assessment and selection skills to area recruitment staff, hiring supervisors and managers.

Essential Functions:
- Manages the recruitment services and workforce planning strategies and operations of the region. Develops successful partnerships with hiring managers and other business partners.
- Partners with the Director, Workforce Planning and Development to create an effective, sustainable approach to workforce planning, development, succession planning and career management support programs for identified priority positions.
- Manages local recruitment staff in the development, implementation and administration of comprehensive recruitment strategies for all levels of positions excluding physicians.
- Identifies area employment and workforce trends to assess shortages or potential recruitment or retention vulnerabilities to include identified priority position categories.
- Designs, develops, and implements training programs in recruitment orientation, sourcing, interviewing, assessment and selection methodology for recruitment staff, hiring supervisors and managers.
- Manages/Supervises the activities of the local Recruiters and Recruitment Staff, in addition to providing cross-functional training, mentoring and coaching as needed.
- Establishes and sustains strategic relationships with educational institutions, community organizations, boards and key professional associations to promote KP as the best place to work and build talent pools in the community.
- Develops and implements plans/projects to utilize technology to improve operational efficiency and effectiveness.
- Works on issues of diverse scope where significant analysis of situation or data requires evaluation of a variety of complex factors including an understanding of current and projected functional trends.
- Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.
- Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
Qualifications:

Basic Qualifications:
- Five years professional recruitment experience to include candidate sourcing, interviewing and selecting for all levels of hourly and salaried/management positions.
- Two years management experience
- Experience in project management and strategic planning with human resources and/or recruitment.
- Bachelor's degree in human resources, business or related field or equivalent related experience.
- Demonstrated knowledge of government regulations, court decisions and professional standards and practices related to employment and EEO/AA.
- Demonstrated ability to lead professionals through influence and collaboration.
- Demonstrated knowledge of and skill in change management, conflict resolution, decision making, customer service, group presentations, group process facilitation, influence, interpersonal relations, oral communication, problem solving, project management, quality management, results orientation, systems thinking, I knteam building, and written communication.
- Extensive working knowledge of personal computers to include Windows based software applications, web based navigation skills, multimedia presentations, spreadsheet, and database PC applications.

Preferred Qualifications:
- Health care industry experience is desired.
- Master's degree in human resources, information system, or related field.
