Under the direction of the director and in collaboration with Assistant Chiefs of service:

Manages 24-hour departments providing patient care services. Ensures staff provide high quality, accessible, cost effective care, and patient focused services to members across the continuum, which comply with local, state, and federal requirements. Develops and maintains clinical standards of care and practice; responsible for all resource budgeting, selection and development.

Job Duties will include working with patient undergoing therapeutic elective abortions, working with oncology, infertility and breast cancer patients. This position may include TST duties in Women's Health and may involve sitting and using a computer, keyboard, and telephone for extended periods of time, cleaning and transporting instruments and high level disinfection.

Essential Functions:
- Manages the operations of 24-hour departments that may be at multiple locations.
- Ensures Assistants and staff provide the highest quality of care and are in compliance with the Nursing Practice Act, The Joint Commission, federal, state, and local requirements.
- Establishes, implements, and maintains patient care and service standards to meet members and internal clients' expectations.
- Designs and evaluates processes to improve systems and patient care results across the continuum of care.
- Develops and monitors budgets for the appropriate use of human and material resources.
- Monitors financial performance and identifies and implements strategies to reduce costs and improve quality of care/service.
- Determines the appropriate staff mix for department and develops processes to screen, interview, hire, train, and maintain the competency of all department staff.
- Ensures on going staff development.
- Develops, implements, and monitors departmental policy and procedures which support the organizations goals and business objectives and ensures they are met.
- Oversees and develops standards of care and standards of practice, directs fiscal management, and quality improvement activities.
- Manages and resolves human resource, employee and department safety, and risk management issues.

Secondary Functions:
- Manages assigned departments' daily clinical operations, staffing, budgets, and quality measures.
- Collaborates with department physicians and health care providers outside of the departments to achieve customerfocused care and cost effective utilization of services.
- Investigates and resolves patient/member concerns.
- Supervises assigned staff to ensure the highest quality of care is provided in compliance with regulatoryrequirements and departmental standards.
- Serves as a resource to staff and implements action plans for staff development and improvement programs which address quality and access in the outpatient setting.
- Assists in research, development, and implementation of departments' strategic goals for service, access, quality,and cost.

Qualifications:

Basic Qualifications:
- Extensive nursing experience in both patient care and management/leadership roles required (usually five (5) years).
- Previous supervisory experience required (usually four (4) years).
- BSN or BA in a health care related field strongly preferred.
- Master's degree preferred.
- Graduate of accredited school of nursing.
- Current California RN license required.
- BLS certificate required.
- Knowledge of Nurse Practice Act, The Joint Commission, and other local, state, federal regulations.
- Demonstrated strong interpersonal communication skills.

Preferred Qualifications:
- Leadership role required. Ambulatory nursing with Gynecologic and Obstetric experience.
- Demonstrated knowledge of member/patient service, quality improvement, support of physician practice, staffing,
budgeting and care delivery in procedure oriented department.
- Knowledge of JCAHO, Nurse Practice Act. Outside regulatory requirements, and facility standards in relation to
ambulatory nursing preferred.
- Strong interpersonal communication skills, ability to collaborate with physicians, motivate and direct staff, and
mobilize resources.
- Proven experience in managing or developing new programs. - Knowledge of the complexities involved utilizing a call center model for appointments and advice.
