Purpose of the function:

The Benelux Indirect Procurement Team is responsible for the sourcing, category management and buying of indirect services for the J&J affiliates in Belgium and the Netherlands. This team of 20 professionals ensures the best services in the area of procurement of Marketing Services, Meeting and Travel, Consulting Labor, Professional Services, IT, Fleet, Facility Services and Logistics. The buyer reports into the Manager Procurement Service Center, who reports into the leader of the Benelux Indirect Procurement Team.

Responsibilities & Accountabilities:
The Buyer has responsibility for providing procurement support to the business, with a focus on spot buying, driving compliance and supporting strategic sourcing activities. Your main focus will be cross-sector procurement customers and colleagues in the Benelux area in specific and EMEA in general. The buyer

Accountabilities:
- Functional sourcing and procurement
- Comply with purchasing policies and procedures
- Drive compliance with Procurement to Pay good practice, policies and procedures
- Ensure strong relationships with business customers within the cluster
- Monitor supplier performance according to standards defined in contract
- Improve supplier performance by defining and recommending corrective action plans
- Vendor base maintenance
- Analyse product portfolio versus supplier base and streamline where appropriate (for assigned sub categories)
- Execute sourcing projects under his Procurement Manager leadership for assigned sub categories
- Execute the J&J 8 step sourcing methodology in the most appropriate way
- Assist in an efficient supplier relationship management for assigned sub-categories
- Participate in supplier interactions
- Spot buying
- Inform Category and Sourcing Managers on performance of suppliers
- Provide tactical buying support
- Provide support to strategic sourcing
- Liase with procurement professionals in other areas and countries to align where appropriate
- Ensure that corporate standards are defined, implemented and constantly optimized to support the procurement infrastructure
- Deliver the expected value from the sourcing plan
- Manage under PSCM request specific programs linked or not with the procurement categories under his responsibility
- Transactional Procurement (Ariba)
- Make the decision to create a catalog in Ariba
- Create, approve, maintain and update contracts in Ariba (e.g. at expiry date)
- Drive adoption of catalog usage
- Approve/deny Purchase Order (PO) in Ariba by analyzing the items being purchased at the right supplier, with the right commodity code and pricing
- Manage and deliver communications regarding catalogs to local suppliers
- Own and approve catalog content
- Authorize PO's in specific cases (e.g. Non Catalog items & down payments above threshold)
- Is able to have existing PO's successfully changed or cancelled by internal client when needed based on review
- Negotiate contracts with suppliers
- Drive adoption of contract and preferred supplier usage
- Your main focus will be procurement customers and colleagues in the Benelux area in specific and EMEA in general
- Develop and maintain contracts in contract Management Tool

Kwalificaties
- Education minimal at Bachelor degree level
- Minimum 6 years of relevant experience
- Dutch and English (written and oral)
- Quickly adaptable and flexible to fast changing circumstances
- Strong influencing and communication skills
- Result oriented, assertive and stress resistant
- Customer oriented (building and maintaining strong relationships with internal clients)
- Strong sense for organization and have good social skills
- Procedure, compliance and quality oriented
- Ideally proven knowledge and experience of the Procurement process
- Open for occasional travel
