The Area Information Officer II (AIO II) at Kaiser Permanente, as part of the NCAL Business Information Office, manages the overall relationship from an IT perspective between Kaiser Permanente Information Technology (KP-IT) and their accountable areas (medical centers, administrative facilities, medical office buildings, etc.). The AIO II provides IT oversight and has end-to-end accountability for all projects, products and services impacting the hospitals, clinics, MOBs, and administrative buildings within their assigned area.
Essential Functions:
- Manages the information technology strategies and operations in a localized environment (hospitals and MOBs). Works with the Regional and Hospital Executive Leadership to understand business strategies and priorities and translates them into potential solutions across the region that deliver the greatest business value.
- Aligns operations strategies, drives standardization, addresses IT issues and delivers local regional and national IT projects to the service area in order to manage the IT operations effectively.
- Within IT, represents the Medical Center's operational needs to Enterprise Architecture, Infrastructure Management, Information Management, Information Security and the national portfolios.
- Accountable for planning, monitoring and achieving negotiated performance expectations and resolving any IT issues negatively impacting the Medical Center, especially patient care. Ensures plans in place to accomplish IT Goals for the service area, results tracked and resources are properly allocated.
- Functions as an expert authority on IT issues to physicians and other staff regarding IT strategies, operations and solutions.
- Serve as a trusted advisor to business leadership. Develops and maintains strategic relationships with service area executive leadership.
- Delivers all phases of IT Projects including design, prioritization, staffing, development, implementation, analysis, metrics and reporting.
- Directs risk assessments and communicates risks to executive leadership along with alternatives for mitigating in cost effective manner.
- Coordinates technology management with Clinical Technology, Site Support and PACTS administrator.
- Provides supervision to operational managers, network, telephony and project management professionals, contractors, and high level individual contributors. Drives employee development and succession planning for service area. Manages HR/People processes for the organizational area including performance /management, resource management, compensation administration, objective setting/alignment, employee development/coaching and training.
- Leads the management team to establish strategic plans and objectives for their functions; may develop cross functional oriented objectives.
- Manages financial aspects of the team or unit; accountable for direct budget. Provides financial projections for future financial performance.
Qualifications:
Basic Qualifications:
- Bachelor's Degree, or 4 years of additional related work experience.
- Minimum of 5 years of IT management experience.
- Minimum of 8 years of experience in hospital operations including strategic planning, budget/financial management, and staffing.
- Minimum of 5 years of related IT experience in a healthcare environment that may include professional services consulting, IT project/program management, or IT operations.
- Expertise in communication skills, management and leadership concepts.
- Solid base of technology and business knowledge with the ability to apply it to business problems.
- Thorough knowledge of a large, complex organization as well as industry practices.
- Strong customer experience focus in a healthcare setting.
- Strong interpersonal skills to gain cooperation, acceptance or approval in resolving problems with strong negotiation skills to arrive at an agreement with other parties.
- Requires experienced business or technical judgment to create novel solutions for thought-provoking, diverse and highly complex issues.
Preferred Qualifications:
- Master's Degree.
- Additional Senior level leadership experience in operations or engineering.
- Experience within or knowledge of Kaiser Permanente.
