Responsible for directing the administrative & business management of a single large department with more than 150 FTEs or multiple medium size departments with more than 150 FTEs (which may be at multiple sites) providing ambulatory patient care services & the planning, development, implementation, & evaluation/improvement of services/programs. Through clinical nurse managers or assistant nurse managers, ensures nursing & patient care staff provide high quality, accessible, cost effective care, & patient focused services to members across the continuum which comply with local, state, & federal requirements. Implements & maintains clinical & patient care practice standards, budgets, & staff development. Directs the management of operations, programs, & services that add value & are integrated with nursing standards of practice, service priorities, & performance/outcome measures, as well as with strategic, business, & organizational goals/objectives. Participates as part of management team in formulating, implementing, & evaluating business plans/strategies for ambulatory care services & responsible for achieving both short & long term strategic, business, & financial goals/objectives..
Essential Functions:
- Directs the mgmt of ambulatory care programs, services, & operations; & through nurse manager(s) or assistant nurse managers is responsible for the delivery of nursing services & outpatient care which are integrated w/ business plans & meet or exceed cost, quality, clinical, & utilization standards & performance measures
- Ensures that services meet members', physicians', & internal clients' needs in a changing & competitive health care market
- Directs the coordination/integration of outpatient services between depts & across the continuum of care & directs the continuous improvement of all clinical practices, services, & operations by design & implementation of systems, processes, & methods to evaluate & improve patient care
- As part of mgmt team, participates in the development, implementation, & evaluation of new models/methods of delivering primary care to members
- Ensures patient care staff provide the highest quality of care & are in compliance w/ the Nurse Practice Act, JCAHO, NCQA, federal, state & local requirements
- Collaborates w/ physicians, nursing, & other health care providers in establishing, implementing, & maintaining patient care, quality, & service standards to meet members' & internal clients' expectations
- Designs & evaluates processes to improve systems & patient care results across the multiple depts & across continuum of care
- Directs the mgmt of financial plans, resources, & budgets
- Monitors financial performance & identifies & implements strategies to reduce costs & improve quality of care/service
- Determines the appropriate staff-mix for multiple depts & manages HR functions; develops processes to screen, interview, hire, train, & maintain the competency of all staff
- Directs the programs for in-service education & on going staff development
- Directs the development, implementation, & monitoring of departmenttal policies & procedures which support the organization's goals & business objectives
- Collaborates w/ Physician Team Leaders & Dept Chiefs in planning & developing the level of patient services/programs & the day-to-day operations of depts
- Integrates outpatient services/programs w/ strategic business plans
- Directs the mgmt of HR, labor relations, employee & safety/risk mgmt functions
Qualifications:
Basic Qualifications:
- Master's Degree in health services administration, management, business administration OR equivalent experience (usually six (6) years)in patient care/clinical services required.
- Usually five (5) to seven (7) years of experience in management of ambulatory care or other related clinical area.
- Demonstrated interpersonal and communication skills.
- Knowledge of ambulatory care practices, operations and local, state and federal regulatory standards.
- Ability to conduct business and financial planning.
