Under general supervision, this position exists to build web based applicationsthat assist the organization in improving and streamligning work processes in the financial community. This position functions as an application and reporting development consultant and programmer.
Essential Functions:
- Leads, makes significant contributions, &/or provides technical leadership to high visibility projects to identify
- Resolves issues of strategic importance to the organization
- Interfaces regularly w/ senior management to produce timely & valuable results
- Directs the development of outcomes & process measures, including technical specifications, to enable population measurement, guideline implementation, & evaluation
- Builds & maintains complex statistical routines using macros, vendor software, & software written by self & others
- Tests & maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL)
- Builds sophisticated statistical models & forecasting tools using these databases
- Designs & enhances databases
- Designs menu systems that are effective & user-friendly
- Develops reports w/ accurate, easy to read, useful information that satisfies the client's needs
- Designs & generates tracking & monitoring tools
- Designs research plans for data gathering & analysis participates significantly in interpreting analyses & developing action plans accordingly
- Defines & frames complex multi-dimensional healthcare issues & develops time tables/processes for decision making
- Translates needs, issues, & ideas into effective strategies & action plans
- Formulates specific implementation plans & evaluates the effectiveness of actions/programs implemented
- Develops creative alternative solutions & works closely w/ IT & outside partners (& physicians for TPMG departments)
- Sets the strategic direction of projects & determines goals & priorities w/ team, clients, or project management sponsors (when appropriate)
- May coordinate team/project activities & schedules
- May establish team membership & project participants, provides leadership to multi-disciplinary project teams, as well as manage work of outside consultants when used
- Communicates results/recommendations to project sponsors, clients, & various senior level audiences (including physicians for TPMG departments)
- May participate in the development & management of the department, including coaching & recruiting for consultants/analysts & other departmental activities
Secondary Functions:
1. Defines and frames complex technological issues in healthcare operations and develops processes or tools for decision making. Translates needs, issues, and ideas into effective strategies and action plans. Formulates specific implementation plans and evaluates the effectiveness of actions/programs implemented. Develops creative alternative solutions.
2. Manages the infrastructure and security for applications and tools designed by self and team.
3. May lead team projects and facilitate goals and priorities with teams, clients, or project management sponsors.
4. Works closely with IT, outside partners, and physicians to coordinate implementation of tools.
5. Able to document applications and tools as well as train other IT professionals and end users in use.
6. Communicates results /recommendations to project sponsors, clients, and various senior level audiences including physicians.
This position may be filled as a Data Consultant (924804) or a Senior Data Consultant (924802) depending on knowledge and experience.
Qualifications:
Basic Qualifications:
- Five (5) plus years programming in SAS, SQL, VBA, net or equivalent statistical analytical programming language
- Experience w/ analytical manipulation & interpretation of large databases required
- Experience w/ MVS/TSO operating systems required
- Typically, five (5) plus years of related analytical consulting experience & healthcare experience preferred
- Project management experience strongly preferred
- Master's degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field, or equivalent bachelor's degree & work experience in lieu of a master's degree
- Broad familiarity w/ medical practices, especially population management & process & outcomes measurement
- Knowledge of JCL strongly preferred
- Microsoft Office skills required
- Ability to express complex analytical & technical information to senior management or to audiences w/ clinical training
- Exceptional analytic & critical thinking skills, writing skills, communication skills, consulting skills, & ability to work w/in a team
- Must be an independent self-starter
- Proven leadership in consulting &, for some areas, project management

Preferred Qualifications:
-Bachelor degree in CS/Information systems or related field.
- A Web Developer with 3 Years of experience in the development of web applications using ASP .NET, C# VB.NET, Web Services, XML, XSLT, HTML, Windows 2003 platforms with MS SQL Server 2005/8, .NET components as middle tier.
- Experience in database design and developing stored procedures, User defined functions and views.
- Experience in developing various Reports using SQL Server 2005 and SQL Stored Procedures as back end and ASP .NET as Front End.
- Ability to conduct database development and administration with Microsoft SQL Server 2008.
- Understanding of ETL processes such as SSIS.
- Experience with Active Directory and general understanding of SQL and Windows based security.
- GUI application development experience.
- Experience in all the phases Software Development Lifecycle (SDLC) including analysis, design, prototyping, coding, testing, and documentation.
- SharePoint development experience a plus.
- Cognos development a plus. - Ability to manage multiple concurrent project deadlines.
