Kaiser Permanente is heavily investing in new capabilities to support Health Plan (HP) claims processing. These capabilities are supported by large, complex multi-year IT projects.

The Kaiser Permanente Information Technology (KP-IT) HP Claims Sub-Portfolio seeks a Applications Developer Consulting Lead to help ensure the successful delivery of these IT solutions. You will be joining a high performing, motivated team of business and IT professionals eager to deliver outstanding solutions against aggressive timetables.

You will have key responsibility for ensuring the successful development, installation and implementation of a highly integrated claims solution (ClaimsConnect) that supports all insurance products in the following geographic areas: Northern CA, Southern CA, CO, HI, OR, WA, OH and Mid-Atlantic States. This solution will receive and adjudicate all referrals, authorizations, hospital and professional claims, as well as all internal encounters. The technological suite must remain in full compliance with all regulations, accreditation and SOX standards related to claims management.

You will report to the Applications Development Manager and will assist in leading other Application Developers in the design, development, and unit testing within the ClaimsConnect solution, using varied technologies such as Java Enterprise Edition, Oracle & PL/SQL, C#, and ASP.NET. You will help set and ensure adherence to design and programming standards. You will coach and instruct Associate, Intermediate, and Senior Applications Developers. You will play a key role in helping to set technological direction and road maps within the ClaimsConnect solution. You will collaborate with peers in Production Support to drive defect and incident counts down.

Essential Functions:
Lead the development and maintenance of software for the ClaimsConnect solution.
Analyze and review business, functional and high-level technical requirements.
Create and review detailed project estimates and project work plans.
Develop code jointly and independently for all modules within the ClaimsConnect solution, following Kaiser Permanente development standards.
Plan and lead code reviews for changes and enhancements that ensure standards compliance and systems interoperability.
Review test plans for module-level integration and tracking/resolving defects.
Act as lead on a project.
Identify code support issues, action resolutions, and provide technical assistance for complex problems.
Drive consistency in the preparation and packaging of production-ready code modules for staging.
Coach the team in rapidly learning and applying new technologies.
Effectively communicate with other Developers, Business Analysts, Project Managers, Quality Control, and across other technology team boundaries
Commit to a mindset of quality and continuous improvement and assist in driving this throughout the team.
Ensure the team follows Kaiser's documentation and development standards.
Ensure the team follows Kaiser's defined processes, methodologies and procedures.
Assume additional responsibilities as assigned.

Qualifications:

Basic Qualifications:
A Bachelor's degree in Computer Science, or 4 years of equivalent work experience.
8+ years experience in design, analysis, development, testing, and implementation of an organization's applications.
3+ years experience with Java, preferably Enterprise Edition.
3+ years experience with Oracle PL/SQL.
3+ years experience in a Windows based development environment.
3+ years experience in object oriented design and programming.
2+ years experience with Service Oriented Architecture.
1+ years experience in C# and/or ASP.NET.
Excellent written and verbal communication skills, team player, ability to work under changing requirements.
Ability to communicate and collaborate with senior leaders.

Preferred Qualifications:
Knowledge or experience in multiple development methodologies, including waterfall, Agile / SCRUM, and/or Extreme Programming.
Experience with automated unit testing.
Experience with automated build processes.
Understanding and experience with SOAP based web services.
Experience with clustered solutions at both the application and database layers.
Knowledge of RUP and/or UML.
Knowledge of PowerBuilder is a plus.
Related work within the Health Care industry is a plus.
