The Vice President, Research and Director, KFRI (1) plays three executive roles. S/he is the senior national executive leader for Research in Kaiser Permanente, (2) the senior official in Kaiser Permanente directly responsible for compliance in research, and (3) the senior official responsible for research administration.
The Vice President, Research and Director, KFRI is the senior national executive for Research in Kaiser Permanente. In that capacity, working with the National Research Council, s/he provides programwide leadership for research in Kaiser Permanente, coordinates the development and implementation of national research strategy, oversees and supports research administration throughout Kaiser Permanente, represents and communicates about Kaiser Permanente Research internally and externally, and works with national and regional leadership to promote Kaiser Permanente Research and assure its contribution to improved care for Kaiser Permanente members and improved health in the communities we serve. The Vice President, Research and Director, KFRI is the accountable executive for the strategic, financial, regulatory, policy and administrative functions of Kaiser Permanente Research.
Essential Functions:
- Develops, implements and evaluates the strategic plan for Kaiser Permanente Research in conjunction with the National Research Council and other Kaiser Permanente national and regional leadership.
- Represents Kaiser Permanente Research to the National Leadership Team, Kaiser Permanente
Program Group (KPPG), Operations Leadership Group (OLG), Regional Presidents Group, Executive Medical Directors group, and the Boards of Directors of Kaiser Foundation Health Plan/Hospitals.
- Represents Kaiser Permanente Research to external groups and audiences, including but not limited
to, federal agencies (the NIH, AHRQ, CDC), trade associations, policy organizations, foundations and academic institutions.
- Is the accountable executive for implementation of the 10 strategies in the Kaiser Permanente Research Strategic Plan: enhance integration with operations; develop comparative effectiveness research capacity; optimize clinical trials; develop comparative system research; improve the usability of Kaiser Permanente HealthConnect and other data sources; enhance interregional research and collaboration; enhance external research partnerships; develop a people strategy to attract, retain and develop great researchers and analysts; develop a communications and positioning strategy; and establish commitment to core funding.
- Serves as the Federal-wide Assurance Signatory Official for Kaiser Permanente (accepts responsibility for Kaiser Permanente's obligations to the federal government to comply with regulations designed to protect human research subjects); maintains knowledge of applicable regulations; assures that all nine Kaiser Permanente IRBs operate in compliance with terms of Kaiser Permanente's FWA and applicable regulations; promotes effective institution-wide communication on the protection of human research subjects; assures required policies and procedures are developed and implemented; assures education and quality assurance programs are implemented effectively; and assures implementation of Kaiser Permanente's Human Research Participants Protection Program (HRPPP).
Qualifications:
Basic Qualifications:
- Master's degree in science, public policy,business administration, public health, law or a related field.
- Significant (10+ years) experience with research in health, health policy, health care or medical sciences.
- Significant (10+years) experience in a senior management role or compliance oversight in a health, health care or research organization.
- Knowledge of federal regulations relating to the conduct of medical and health services research (OMB circulars, human subjects protections, etc.)
