Develop, implement, coordinate, integrate, and monitor emergency management programs and practices at Kaiser Sunnyside Medical Center (KSMC) in order to provide a safe environment for patients, staff, and visitors. Educate, train, and monitor performance necessary to assure ongoing compliance with Federal, State, and Local regulatory requirements and accreditation standards.
Essential Functions:
- Develop, implement, coordinate and manage Emergency Management Programs.
- Monitor and evaluate overall performance and compliance through data auditing, inspections, surveys, drills, resource review, observation and evaluation.
- Establish and perform surveillance activities that monitor regulated and non-regulated hazards.
- Provide technical guidance, assistance and training to managers/supervisors, clinicians, and staff to support their participation in continuous compliance.
- Assure ongoing compliance with regulatory and accreditation requirements by maintaining current knowledge of and analyzing regulations, accreditation standards, and Federal/State legislation.
- Apply knowledge by continuing the existing programs and practices at KSMC that ensure a safe environment for providing and receiving medical care including but not limited to: planning, controlling and evaluating disaster drills, creating and implementing policies and procedures, maintaining the Hospital Command Center (including all associated processes) and providing training.
- Establishes schedules and methods for planning, training, development and testing of major emergency response actions.
- Support other Environmental Health & Safety Department programs as needed.
- Perform other duties as assigned.
Qualifications:
Basic Qualifications:
- Three (3) years in education/training/simulation role.
- Policy and procedure development experience required.
- Experience in developing large scale emergency preparedness exercises.
- Experience in preparing and presenting training/simulation programs.
- HICS or other ICS based training and experience.
- Bachelor's degree in safety or healthcare related field OR equivalent combination of relevant knowledge and work experience.
- High school diploma or GED.
- Valid driver's license.
- Working knowledge of OSHA, EPA, State Fire Marshal and TJC standards, and/or laws.
- Computer program skills, including Microsoft Word, Excel, PowerPoint and Access.
- Strong verbal and written communication skills.
- Effective time management skills.
- Ability to wear respiratory protection and other required protective safety gear as needed.
Preferred Qualifications:
- Experience with TJC survey standards and process.
- Public speaking experience.
- Experience coordinating programs within a large complex health care organization.
- Experience developing and maintaining emergency preparedness programs and policies.
- FEMA Disaster training.
- Skills in planning, organizing and evaluating environmental health and safety and/or workplace safety programs and policies.
