GENERAL SUMMARY


Responsible for managing assigned IT applications development staff and providing leadership to other applications systems team members in the development / enhancement and maintenance of application systems, including integrated software and hardware applications configurations. Accountable for organizing, directing and monitoring staff work assignments, training and coaching, and the completion of administrative requirements. Responsible for the determination of scope of work, definition of deliverables, staff and task schedules, and delivery of quality results.

 

ESSENTIAL RESPONSIBILITIES


- Manages the day-to-day activities of the applications development staff who provide analysis and definition of efficient, cost effective solutions which support client business processes and functional requirements. May direct the work of other associated application systems team members.
- Assigns work, sets individual incentive objectives, and monitors and controls progress through continuous assessment and feedback.
- Ensures the effective coordination of work activities and objectives with other internal departments and client entities as required.
- Works with clients to develop partnerships, identify IT solutions which support business processes and objectives, and contract for IT services.
- Oversees the analysis of client business processes and functional requirements. Reviews and validates documentation.
- Ensures the completion of administrative requirements in an accurate and timely manner (e.g., time reporting, status reporting, etc.).
- Ensures appropriate on-call support for defined mission critical systems.
- Provides leadership in developing, implementing and maintaining departmental processes, identifying and resolving departmental issues, and directing, guiding and supporting the staff in the performance of their responsibilities.
- May work with vendors as needed.
- Provides input into the development of the department budget. Manages the budget and controls expenses while meeting service requirements.
- Recruits, develops and motivates staff. Initiates and communicates a variety of personnel actions including employment, termination, performance reviews, salary reviews, and disciplinary actions.
- Performs other duties as required.

Qualifications:

JOB SPECIFICATIONS


- Bachelor’s degree or equivalent experience.
- Previous (7-10 years) experience in all phases of application software development/maintenance life cycles in a client server / web-based environment.
- Previous (1-3 years) supervisory or project lead experience required.
- Knowledge of software development alternatives among, distributed, or client server programming development and computing environments.
- Strong leadership, critical thinking and analysis, verbal and written communications skills.
- Ability to communicate effectively with clients and other IT staff at all levels.
