The Project Estimating Specialist is responsible for establishing and executing repeatable processes related to project cost and benefit estimating.The role will have overall responsibility for developing estimating processes, tools, and best practices and be accountable for building and maintaining estimating capability within BIS. The role will work closely with project stakeholders to document measurable costs and benefits related to business capability delivery, develop estimates throughout the project lifecycle, and report on metrics related to estimating and forecasting performance. Responsibilities will also include review and harvesting of actual project costs as input to continuous improvement of estimating models and associated practices.
Project Cost Estimating & Management
- Develop standards and templates for capturing rough order-of-magnitude (ROM) project requirements used in development of initial cost, timeline, and effort estimates for BIS related projects
- Provide estimating coaching and support for Business Partners in the development of project ideation documentation related to cost and effort estimates
- Develop and maintain BIS object estimate library for use in validating ROM project costing
- Provide estimating subject matter expertise to project managers in the development of integrated project and financial plans detailing time-phased implementation, license, and maintenance costs.
- Faciliate development of detailed (bottom-up) estimating process, culminating in a detailed project cost, time, and effort estimate that is validated against historical compâ s which go into the project business case
- Harvest project actuals related to cost, effort, and time in order to build out BIS object estimate library (actuals vs. planned).
- Work with Methods, standards, and quality to ensure projects comply with governance policies and standards.
- Identify and implement improvements to the project cost estimating process to improve accuracy and continuously advance estimating maturity.
Portfolio and project reporting
- Perform variance analysis against inflight projects, identify drivers, and support ongoing refinement of estimates throughout project lifecycle.
- Provide ad-hoc analysis and what-if analysis for in-flight and planned work of the portfolio
Education and experience
- Undergraduate degree in Accounting, Finance, Information Systems, or related fields.
- MBA or 5 years industry relevant experience preferred
Skills and knowledge
- 5+ years experience in application development and project management methodologies
- 3+ years experience in project estimating, financial management and reporting
- 3+ years experience in requirements gathering and analysis - 3+ years experience project schedule planning and schedule execution
- 1-3 years experience with economic modeling and financial analysis techniques
- Experience with project change control and change management procedures
- Organizational change management
- 2+ years SAP experience
- 2+ years SAS or related statistical analysis tool experience - 2+ years statistical and probability analysis related to projects
- Project lifecycle management experience (understanding of various methodologies and the planning impact of each on the overall project: e.g. Agile vs. Waterfallâ ¦)
- Project control processes and the triple constraint theory applicable to Project Management (Time, Resources, Quality)
