Product Data Solutions and Extract Manager

Kaiser Permanente is looking for a Product Data Solutions and Extract Manager in Oakland or Burbank. The Kaiser Permanente product development and management work within HealthWorks requires staffing a role to manage the product data and operations. This person must possess skills that allow him/her to adequately:
- Assist the business in designing data delivery solutions to manage the needs of product operations, vendors, and customers.
- Analyze the scope and impact of data use; changes and requirements on current and future processes.
- Evaluate data solutions for efficiency, speed of delivery, cost-effectiveness and the ability to meet program and customer requirements.
- Develop process maps for current and future data processes, including sources, direction of data movement, frequency.
- Develop and execute effective test plans for enhancements and new data designs.
- Deliver data solutions to internal HealthWorks teams that assist in managing product metrics, customer service, sales, pilots, product roadmap decisions and the like.
- Support business case development determining level-of-resource efforts, vendor, operations and IT cost estimates to make strategy, implementation, and delivery decisions.
- Support KPIT required documentation, such as Logical and Physical Solution Design documents.
- Accurately report on risks, dependencies and progress to as part of project processes.
Essential Functions:
- Requirements Delivery: Work directly with the KP product and sales team, as well as customer technical teams to gather extract requirements. This requires expertise and comfort-level with both internal- and external-facing customers interactions. Collaborating with key stakeholders to identify use cases and initial design requirements. Create usability and testing models.
- Decision Management: Help build complex business cases for the Product Management data portfolio plan. Make recommendations on actions necessary to achieve the product data strategy vision for internal and external customers. Conduct solution-level SWOT analyses and work with fellow data strategists and technicians to formulate a solid solution proposal. Participate in and lead cross-functional teams on routine and complex scope activities that support Product data goals, activities, and processes.
- Documentation: Meticulously document business data requirements and processes. Review and maintain documentation as requirements and processes evolve, incorporating all updates in the product lifecycle. This includes data performance, data delivery volume, all product design, workflow and guardrail documents.
- Release Management: identify future opportunities to leverage work and resources, assist the business in prioritization decisions and sequencing. Participate in product release schedules. Work with development and quality assurance teams through the design and construct process to ensure synchronization between requirements and products features.
- Problem Solving and Defect Repair: Accountable for remediation of all data issues/problems. Manage problem-solving and root cause analysis for current and future data delivery models and data defect remediation. Act independently and follow a well-defined escalation path when necessary. Move a product initiative or process from critical status (red) to on-track (green) when necessary.
- Operations: Act as subject matter expert/content owner for data related solutions, policies and procedures. Initiate revisions to program policies and procedures when needed to implement best practices and to comply with security policies. Make presentations to cross-functional leaders and Sr. Leadership. Support metric development and supply data for measurement instruments. Commit to concrete measurement of progress in data projects.
- Project and Vendor Management: Collaborate with or act as the Project Manager for data initiatives. Responsible for managing vendor relationships as it relates to data delivery and requirements. Acts as lead on technical matters related to data for team members and cross-functional staff.
- Privacy & Security: Advocate and comply with existing KP policies specific but not limited to data sharing with internal and external customers. Maintain and oversee departmental policies related to Privacy and Security,
- May provide supervision & direction to other Project Managers, including oversight of workflow and prioritization of work assignment.
- May provide guidance & support to team members on deliverables and issue resolution
- Up to 20% travel within and outside of California.
Qualifications:
Basic Qualifications:
- 5+ years of experience of assessing key customer requirements within a given market segment
- 5+ years of experience in a product development capacity
- 4 year degree in related field or 4 additional years of equivalent experience
- Thorough knowledge of industry practices and standards, with broad knowledge of benefits, benefits administration and health care delivery from either or both a provider and payor perspective along with insurance industry practices and systems
Preferred Qualifications:
- 5+ years of experience in health insurance, health plan administration, health care, benefit administration or benefit policy experience is a plus
- Product management program level experience
- PMP or Six Sigma certification
- Advanced proficiency with Access (with ODBC connections experience), Excel, XML, and sFTP
- Proficiency with Web services, Microsoft SharePoint
