Kaiser Permanente is looking for a Senior Compliance Program Manager in Oakland or Pleasanton. This position will support the Application Access Lifecycle Management (AALM) Program, whose aim is to enable KP workforce access to and termination from KP information systems appropriately and timely. The Senior Compliance Program Manager will report to the Director for AALM.


Essential Functions:
Manage and lead a range of technology enabled process improvement and process management initiatives to maintain and improve the security of Kaiser Permanente systems via deployment of sound system access controls and standards.
Manages in a very complex organization the efforts of direct and indirect reports, and collaborates with, provides guidance to and influences employees, contractors and matrix partners.
Responsible for selecting, developing and deploying staff in the most effective manner to meet assigned objectives.
Responsible for performance management, compensation decisions, rewarding and recognizing employees, and providing on-going, regular performance feedback.
Formulates complex and effect strategies to address Kaiser Permanente system access standards and requirements. Determines objectives and sets priorities.
Proactively engages client leaders and matrix partners to actualize change initiatives.
Establishes processes, procedures and practices which promote the adoption of appropriate solutions leading to sustainability of and improvement upon desired outcomes.
Uses efficient and cost effective approaches to integrate technology into the workplace and improve program effectiveness.
Ensures that effective controls are developed, implemented, maintained and monitored via appropriate metrics to ensure the integrity of the organization as measured by sustainment and improvement of system access controls.
Ensures that organizational performance is aligned with organizational mission, goals and outcomest.
Monitors and evaluates complex interdependent plans and cross functional activities.
Participates in the long-terms strategic planning and direction setting of the AALM program.
Facilitates and/or leads collective problem solving and fosters interaction between various stakeholders and designees.
Requires the ability to influence and change the thinking of or gain acceptance from others in sensitive and resource constrained situations.
Prepare and deliver executive status updates with focus on program progress and risks.
Up to 15% travel.
Will have 4+ direct reports.

Qualifications:

Basic Qualifications:
- 8+ years of process and/or project management, consulting, or related business experience
- 3+ years of management experience
- 4 year degree or 4 additional years of equivalent experience.
- Demonstrated extensive knowledge of business operations, management practices and principles
- Knowledge of process management/improvement, methodologies
- Project management experience
- Possess strong critical thinking and detailed analytical/problem solving skills.
- Excellent verbal and written communications skills, results oriented and strong consulting skills
- Proficiency in customer & client relations including team focus, influence, partnership and collaboration
- A self starter and able to work with minimum guidance/supervision

Preferred Qualifications:
- Experience in projects related to Sarbanes-Oxley (SOX) regulations and HIPAA Privacy & Security
- Experience in health plan management or consulting in the area of health information technology or health information security and security operations
- Master's degree ispreferred
- 4+ years of project management experience
