At 2 or more acute care general medical centers: directs the planning, development, mgmt, delivery/implementation & evaluation/improvement of in-patient medical documentation, in-patient medical coding, & in-patient medical records mgmt. Also accountable for managing 2 or more support/ancillary services including, medical dictation/transcription, medical correspondence/secretarial services, legal support services, legal & vital records, mailroom & courier services -OR- At 1 acute care general medical center; directs the planning, mgmt, delivery/implementation & evaluation/ improvement of in-patient medical documentation, in-patient medical coding, out-patient coding, in-patient medical records mgmt & out-patient medical records mgmt. Also accountable for managing 2 or more support/ ancillary services including, medical dictation/transcription, medical correspondence/secretarial services, legal support services, legal & vital records, mailroom & courier services.

Essential Functions:
- Provides strategic planning & direction for the development, delivery & enhancement of hospital in-patient health info mgmt services/ functions OR hospital in- patient & out-patient health info mgmt services/functions
- Ensures that goals & services provided by the Health Info Mgmt Dept & staff are aligned w/ organizational goals & objectives
- Ensures compliance w/ health info/ medical records mgmt requirements established by JCAHO, NCQA, federal & state laws & regulations, CMRI, medical staff bylaws, & regional & local policies & procedures
- Accountable for providing in-patient medical coding services in accordance w/ rules, regulations & coding conventions established by the American Hospital Association (Coding Clinic) , ICD9, HCFA & OSHPOD
- Represents the med ctr in regional or service area-wide efforts to meet regulatory requirements & to improve the quality & delivery of medical records mgmt & health info mgmt (i.e., in-patient medical coding) functions & services
- Responsible for the care, custody, privacy & security of stored medical records, & for tracking the location of medical records when they are properly released for use by care providers
- Manages the functions performed by the HIM dept including medical record delivery & retrieval, assembly, abstracting & analysis, in-patient medical coding, data collection, health info mgmt & reporting, release of info, vital statistics, transcription & other health info related support/ancillary services
- Accountable for ensuring that medical/ health info meets regulatory & organizational standards/requirements for timeliness, accuracy, quality, completeness, security, privacy & integrity
- Accountable for ensuring that hospital reimbursement/payment/ revenue for patient care services/treatments/procedures is optimized legitimately & ethically by managing the utilization of approved medical coding & abstracting practices, principles, techniques, guidelines & conventions
- Ensures that appropriate codes & DRGs are assigned in order to obtain proper reimbursement & to determine case mix
- Manages the design, implementation & evaluation/improvement of quality improvement/assurance methods, systems & processes to deliver high quality, cost effective medical records & health info mgmt/ in-patient medical coding services
- Directs the development of departmental budgets, monitors operating expenses, analyzes variances & develops corrective action plans
- Represents hospital in legal proceedings as Custodian of Records
Qualifications:

Basic Qualifications:
- Bachelor's Degree in Health Information Management or related field such as but not limited to business, health services or public administration, management OR four (4) years (usually) of equivalent experience in supervising or managing health information services (including in-patient medical coding) in an acute care general medical center.
- Masters Degree in health information management preferred.
- Must possess one of the following credentials: Registered Health Information Administrator ( RHIA ); Registered Health Information Technician ( RHIT ).
- Usually six (6) or more years of previous relevant experience in health information management and in-patient medical coding
- Usually Four (4) years of previous relevant experience supervising or managing in-patient medical records and in-patient medical coding services in an acute care general medical center.
- Demonstrated ability to utilize and apply knowledge of JCAHO, NCQA, CMRI and federal, state and local regulations pertaining to in-patient medical records.
- Ability to demonstrate knowledge of current coding classification systems including but not limited to ICD9 and CPT4 coding classification systems.
- Demonstrated ability to utilize computerized health information management systems, data bases and technology.
- Must be able to work in a Labor/Management Partnership environment.
