The Sr. Human Resources Consultant provides consultation and education to managers, supervisors, and employees on all Human Resources matters. Provides leadership for and participates in Labor Management Partnership committees and activities. Interprets labor agreements, non-union policies and advises on labor and employment laws/regulations. Represents Human Resources in Labor-Management Partnership Activities including all aspects of labor agreement administration, negotiation/collective bargaining and representing KPNW in other labor proceedings.

Essential Functions:
- Provides leadership, consultation, advice, coaching, education, and decision-making support to managers, supervisors, employees, and Human Resources staff on policies, practices, investigations, corrective action, alternative dispute resolution, and all other Human Resources
- Coordinates and participates in Labor-Management Partnership activities and initiates by organizing meetings, collaborating with Union officials, designing/chairing committees and developing strategies/methods for addressing joint interests
- Provides Human Resources leadership and representation for Partnership priorities
- Guides and assists managers, supervisors, and employees with conflict resolution and issue resolution in response to workplace issues
- Interprets labor agreements by answering questions, writing interpretive letters and memos, and responding to Union inquiries and requests
- Responds to Step 2 and Step 3 grievances
- Conducts investigations and/or works with managers and supervisors to oversee/guide complex formal investigations
- Investigates EEO complaints and advises managers regarding potential EEO concerns and issues
- Develops and conducts formal education and training on Human Resources topics and the Labor Management Partnership for managers, supervisors, employees, and Human Resources staff

Qualifications:

Basic Qualifications:
- 4 years as a Human Resources Generalist/equivalent Human Resources position or legal position, or 4 years in a health care management position with demonstrated ability and responsibility to hire, terminate, and discipline employees, or 4 years of combined experience in Human Resources and health care management, or legal positions
- 2 years of combined experience in at least 2 of the following areas: labor relations, employee relations, collective bargaining, grievance processing, labor-management cooperation activities, employment law or wage & hour laws and practices, or legal contract negotiation
- Bachelor's degree or equivalent combination of education and experience
- Knowledge of employment, labor, and other pertinent laws and Human Resources practices
- Demonstrates customer-focused service skills
- Group facilitation skills, analytic and problem solving skills, personal computer skills

Preferred Qualifications:
- Minimum of 5 years of Human Resources experience
- 2 years of demonstrated experience with labor relations, including collective bargaining, grievance processing, and labor-management cooperation activities
- MPA, MPH, MBA or JD degree
- SPHR certification

Salary Range:
$77,220 - $105,780
