Directs, manages, plans and administers the operational and administrative activities associated with the running of the research database Administration functions.
Essential Functions:
- Establish a healthy, creative and productive working environment by uncompromisingly adhering to and advocating Research and Evaluation Department's core values.
- Plan and set goals for the database group.
- Devote time and effort to define strategic plans for database development projects.
- Responsible for establishing and maintaining business relationship with customers and
business partners.
- Develop, negotiate and monitor service agreements.
- Formulate research database related policies and practices.
- Accountable for leading the database team to meet all the KP compliance policies and procedures.
- Ensures availability and high quality of data within adequate safeguards for security and integrity.
- Facilitate and encourage the definition, implementation and compliance of standards for technologies, tools, designs and processes supporting applicable database systems and analytical services.
- Serves as a liaison between the database team members and business sponsors, customers, senior managers and business partners to define project priorities and address issues.
- Participate and sometimes lead the evaluation, recommendation, procurement and implementation of application hardware and software purchases.
- Analyze effectiveness of operations and improves the process and the performance of staff
- Accountable for recruitment, development, and retention of qualified database staff to ensure the delivery of high-quality and cost effective service.
- Accountable for the supervision and performance evaluation of the database group.
- Identify and assigns resources to the various research database projects and direct their activities.
- Accountable for fiscally financial management to meet the departmental and group budget objectives.
- Perform other related duties incidental to work described herein.
Qualifications:
Basic Qualifications:
- Bachelor's Degree or equivalent experience in health care services, information systems, computer science or a related technical/analytical field of study.
- Master's Degree in related field of study strongly preferred.
- Extensive (usually ten [10]+ years) experience in data processing.
- Significant experience (usually five [5]+ years) in data administration with concentration in some of the following phases of data and process modeling and analysis, methodology development, logical and physical data base design, database implementation and management.
- Leadership and data warehouse management experience in a healthcare or research environment preferred.
- In-depth knowledge of warehousing principles, processes, technologies and tools.
- Through understanding of data architecture (e.g. data modeling/data normalization, database design and tuning for both on-line transaction processing (OLTP) and on-line analytical processing (OLAP) information systems.
- Software, hardware and information architecture fundamentals.
- General knowledge of system development lifecycle and other software development methodologies.
- General knowledge of healthcare delivery and administrative processes and functions.
- Software engineering fundamentals.
- Exceptional analytic and critical thinking skills, judgment and management skills, writing skills, communication skills and consulting skills.
- Demonstrated ability to work effectively with team members and clients.
- Demonstrated excellent supervisory and leadership skills.
Preferred Qualifications:
- Master's Degree in related field of study strong preferred.
- Leadership and data warehouse management experience in a healthcare or research environment.
