Accountable for the management, operations, & financial performance of Plant Operations, Environmental Services & Safety, ongoing maintenance & repair of the buildings, mechanical/electrical systems, equipment & grounds, & for the provision of a safe working environment for Regional Office & Medical Buildings and/or leased buildings.

Essential Functions:
- Manages, perhaps through subordinate supervisors and/or staff, the coordination of the activities of a service area or region departments w/ responsibility for results, including costs, methods & staffing.
- Frequently interacts w/ subordinate supervisors, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers & the company.
- Participates in the design, development, implementation of programs, policies & procedures to ensure all facilities (building, structures, systems, equipment, furnishings & physical environment) & grounds are maintained in an operationally effective, clean & safe manner.
- Ensures compliance w/ administrative, legal & regulatory requirements of governmental & accrediting agencies.
- Schedules, manages, documents, & maintains records of a comprehensive preventive maintenance program.
- Manages the landscaping maintenance as well as contractual services required to maintain all grounds & public sidewalks; schedules their upkeep & repairs to maintain them for safety, aesthetics, & effective operation.
- If applicable, ensures the medical center is in compliance w/ fire prevention, general safety, seismic conformance, health hazards protection & disaster/emergency preparedness plans.
- Maintains & updates Safety & emergency Operations plans as needed.
- May develop, implement & maintain all elements of the required Environment of Care programs & submit summary reports to the Environment of Care committee as necessary.
- Manages the budget & resource allocations. Manages the financial performance; identifies & recommendations strategies/best practices to reduce costs & improve service.
- Manages & resolves human resources, labor relations, employee & department safety, & risk management issues.
- Significant impact on functional objectives & goals.
- Responsibilities impact the integrated achievement of functional & company objectives, that strongly contribute to short-term success or failure.
- Erroneous decisions, recommendations or failure to achieve results cause inefficiencies, increased costs, & may impact the short-term goals of the function.
- Generally involves a high degree of interpretation & analysis of somewhat obscure or inconclusive data.
- Requires a high level of judgment to make appropriate decisions for diverse & undefined issues.
- Requires significantly complex decision-making.
- Works on issues of diverse scope where significant analysis of situation or data requires evaluation of a variety of complex factors including an understanding of current & projected functional trends.
- Interprets operational policies in selecting methods & techniques to determine the best solutions.
- Problem-solving continually involves new concepts & creativity where precedents are limited.
- Requires the exchange of complex information.
- Must gain cooperation, acceptance or approval, in resolving problems, and/or negotiating w/ other parties to arrive at an agreement.
- Often must lead a cooperative effort among members of a project team.
- Assume other duties as directed.
Qualifications:

Basic Qualifications:
- Minimum five (5) years of experience in supervising and managing all plant operations, maintenance, renovation, and related activities.
- Previous background in facility management, construction management and project management.
- Health care industry experience preferred.
- Previous experience in the management of building systems and possess knowledge of advanced building engineering principles, especially as they relate to the medical care environment required.
- Bachelor's degree in business administration, public health, engineering, required OR equivalent practical experience in Facility Maintenance/Management Industry OR equivalent experience.
- Professional designation such as CFM or CHFM preferred.
- Must be able to work in a Labor/Management Partnership environment.
- Requires full knowledge of own area of functional responsibility and working knowledge of another function.
- Demonstrated understanding of environmental services practices in relation to staffing, infection control and aesthetic maintenance.
- Demonstrated knowledge in the application of various codes/standards managed by local, state and national regulatory agencies and JCAHO regulations.
