Job description

IBM is looking for an exceptional business and technical leader who will support an international Agency as an IP Lead Network Administrator in the Kabul, Afghanistan area.
Qualified candidates should have a degree or equivalent experience in leading a professional network administration services delivery team within the US federal government or other international agency. Recent experience in network operations within the Federal Government and/or Systems Integrator space is a plus. Candidates must understand technology and have the background to provide leadership in the IP/network operations and technological services practice. Strong oral/written communication, organization and interpersonal skills, combined with effective negotiation skills and a demonstrated effectiveness in a managerial role are required.
Lead Network Administrator duties include but is not limited to, managing the processes, procedures, people, material, and information required to plan, technically and graphically document, schedule, allocate resources, and deliver and maintain network projects through the information technology lifecycle. Requirements of management include documenting, reviewing, and tracking requirements for a variety of networks, systems, and applications.

Required Skills:
Seasoned IP Network Administrator (Level 2-3) experienced in IP Network Technology, including telephony, security, and CISCO routers.
- At least 5 years experience in network administration
- Two to years experience working in a military context.
- Experience working in environments that address real world crisis issues
- Ability to deal with highly technical and complex projects.
- An aggressive out of the box nature in tackling IT Integrations
- Teambuilding with focus on mission accomplishment
- Proactive communications with intent to eliminate reactions to events.
- Ability to work on multiple projects in a highly energized and fast-paced environment within a framework of constantly shifting deadlines and priorities.
- Working experience in software and hardware configuration management
- Working experience in project and requirements documentation development
- Strong inter-personal and organizational skills
- Active Top Secret SSBI Clearance with the ability to obtain a NATO Top Secret
- Ability to travel for extended periods of time

Educational Requirements:
- B.S. degree in Computer Science or related discipline, or equivalent experience.

Preferred Skills:
Education: Advanced degree in Business, Economics, Finance/Accounting, Construction Management, Electrical/Computer Engineering, Mechanical Engineering or related field is a plus.

Job Duties:

- Lead a network team and assume responsibility for strategy and development, including systems and application development, vendor management and legacy network integration
- Collaborate with IT management and network colleagues to translate corporate/functional business and information objectives into a network strategic/tactical business plan. Consult within the IT organization to develop appropriate support for IT-centric projects from various technology and service departments.
- Plan, coordinate, manage, review and oversee assigned projects or phases of large projects in a military environment. Prepare status reports, negotiate changes to plans, and monitor and control all ongoing activities.
- Manage and determine timelines, priorities and resources for the project. Develop and/or oversee the development of project plans and schedules.
- Coordinate project implementation plans with other staff, users, vendors, management and other key personnel to ensure that procedures are properly tested, approved, and documented, and to ensure strategic plans are met.
