The Finance Manager, National Medicare & Medicaid Finance, will lead key FP&A activities for the Medicare Line of Business, a $10 Billion+ revenue stream for Kaiser Permanente. The Finance Manager will lead a team in the development of National financial models and National budgeting and forecasting activities. Additionally, this Manager will lead numerous other critical and complex finance initiatives and work streams. This is a position on a great team with high visibility.The finance manager develops, interprets and implements financial concepts for financial planning and control. Performs technical analysis to determine present and future financial performance. Gathers, analyzes, prepares and summarizes recommendations for financial plans, acquisition activity, trended future requirements and operating forecasts. Performs economic research and studies in the areas of rates of return, depreciations, working capital requirements, investment opportunities, investment performance and impact of governmental requirements.

- Erroneous decisions/recommendations or failure to achieve results cause inefficiencies, increased costs, and may impact the short-term goals of the function.

- Requires a high level of judgment to make appropriate decisions for diverse and undefined issues.
- Requires significantly complex decision-making.
- Works on issues of diverse scope where significant analysis of situation or data requires evaluation of a variety of complex factors including an understanding of current and projected functional trends.
- Interprets operational policies in selecting methods and techniques to determine the best solutions.
- Problem-solving continually involves new concepts and creativity where precedents are limited.
- Requires the exchange of complex information.
- Must gain cooperation, acceptance or approval, in resolving problems, and/or negotiating with other parties to arrive at an agreement.
- Often must lead a cooperative effort among members of a project team.
- Exercises considerable latitude in determining objectives and approaches to assignments.
- Managerial direction is available, but work is normally reviewed at time of completion for adequacy in meeting objectives.
- Review and analysis of events by senior management is critical to the completion and attainment of goals.
- Provides managerial responsibility for one or more teams or departments, which may be managed by employees with formal supervisory responsibilities.
- Accomplishes results through subordinates who exercise significant latitude and independence in their assignments.
- Develops and administers schedules and performance requirements.
- May have budget responsibilities.
Qualifications:

Basic Qualifications:
- Two (2) to three (3) years of management experience and five (5) to eight (8) years of related experience.
- Four (4) year degree in related field or equivalent experience.
- Requires full knowledge of own area of functional responsibility and working knowledge of another function.
Preferred Qualifications:
- Expertise in building financial models
- Healthcare industry or Medicare experience
- CPA or other certification preferred
- Very strong written and verbal communication skills
