Salary Range: Salary commensurate with experience.

Purpose
Responsible for developing strategies and plans for the Bank’s information systems infrastructure. Oversight and accountability for Workplace Services, IS Shared Services, Service Continuity, and Information Security Operations. This includes deployment and support of enterprise infrastructure consisting of local and wide area data networks, enterprise servers, storage area network, voice network and associated telephone services, and end user computing services and supporting components.


Major Accountabilities
  • Ensures the development of holistic, multi-year service strategies to ensure integrity and innovation of infrastructure systems solutions.
  • Develops and oversees the implementation of cost effective models for delivering Infrastructure Services to the Bank.
  • Develops Service-Level Agreements and operational Key Performance Indicators, indicating service performance. Ensures the timely implementation of Service Improvement Plans for service performance issues.
  • Ensures key control objectives are understood by the organization and met through implementation of comprehensive operational procedures. Implements practices and processes that drive accountability and ensure effectiveness of key processes and controls.
  • Provides input to help develop data and network security policies and procedures and implements security controls and review procedures.
  • Plans and staffs the escalation (2nd and 3rd level) of support for the Service Desk function, which assists Information Services clients with service issues and requests.
  • Ensures the Bank maintains the capability to restore Bank computer operations at a disaster recovery site. Plans, contracts for, and directs periodic disaster recovery tests, which require re-establishing the Bank's information systems capability at remote disaster sites.
  • Guides purchasing of information technology so that it is properly controlled and ensures cost-effective solutions.
  • Directs, develops, and provides leadership to the Infrastructure and Operations (I&O) team, establishing priorities, setting goals, monitoring progress, and coordinating efforts with other groups in Information Services.
  • Oversees assignments to ensure requirements and functionality, audit, and schedule commitments are met.


Skills/Knowledge
  • Bachelors Degree in Computer Science, Engineering, and Business Administration, or equivalent work experience, is required.
  • Seven to ten years of management experience, including running Infrastructure operations with breadth from multiple IT disciplines.
  • Expert knowledge of current information technology tools and platforms, especially involving enterprise LANs, WANs, hosting environments, telecommunications, and mobility solutions, is required.
  • Must have working knowledge of Sarbanes-Oxley regulations and experience adhering to related audit requirements.
  • Expert knowledge of information security frameworks and best practice operational procedures is required.
  • Must have knowledge of and experience implementing ITIL / Service Management frameworks.
  • Financial analysis and management capability required. Experience in developing IT budgets and managing to budget targets
  • Experience with IT cost optimization, outsourcing, and offshoring required.
  • Must have strong interpersonal and communications skills to effectively communicate with all levels of Bank staff, both technical and non-technical.
  • Ability to work strategically with industry partners and vendors to ensure Bank is up-to-date with technology trends and capabilities; ability to identify changes and trends in technology and interpret their meaning to solutions that enable the business or IT efficiencies.
  • Ability to articulate and execute at the department level on a strategic vision that supports the overall IT vision/strategy, while at the same time ensuring that quality tactical implementations are achieved.
  • Ability to generate pragmatic, sensible, and simple solutions to complex problems.
