KPIT's Regional Business Information Officers (BIO) deliver and support regional business strategies through information technology solutions and services.

The Regional BIO serves as the primary point of IT accountabilities for KP's Hospitals & Health Plan and Medical Group business partners in each of the eight regions - Northern California, Southern California, Colorado, Georgia, Hawaii, Ohio, Northwest (Oregon and Washington), and Mid-Atlantic States (Maryland,Virginia, and the District of Columbia). In addition, our efforts are further engaged across business partnership portfolios (Health Plan, Care Delivery, and Corporate Services) to generate an overarching understanding of the national strategic direction and priorities. We are committed to delivering greater efficiency at a lower cost, with a strong emphasis on customer service and partnership.

This is the lead position of an internal consulting team executing discrete analytical/strategic projects to identify and assess operational improvement opportunities within the Regional BIO Leadership Team organization.

Essential Functions:

- Support Executive Decision Making and Strategic Oversight: serve as key point of contact for collecting, aggregating and analyzing strategic programs performance data for the interests, initiatives and issues of all eight of the Regional Business Information Officers (BIOs).
- Identify, collect and consolidate relevant information to support the Regional BIO Leadership Team in describing and developing strategic cross-regional programs.
- Collate and synthesize core and investment financials, performance status, risks and other key measures to enable informed and timely strategic decision making by the Regional BIO Leadership Team, working in conjunction with Finance, HR, and Communications.
- Lead development of use-cases, develop pro / con analyses, and provide recommendations with associated financial modeling to support cross-regional strategy proposals.
- Track and report Regional business unit and initiative performance against benefit realization objectives (including, but not limited to, national and local technology investment projects, systems retirement, human capital development, and other related activities), working in conjunction with Executive Director of the Regional BIOs Business Management Office.
- Create Analyses and Communication Instruments: create clear, accurate analyses, presentations and communications materials to advance and explain our strategic agenda.
- Create and modify analytical models, white papers, presentation decks and supporting materials to communicate and account for strategic imperatives, risks and opportunities, and other game changing efforts to enable real time healthcare and information-based strategies
- Identify and recommend approaches to issues and identify the most effective means of solving the issues.
- Manage notes, action items, decision points and follow-ups for cross-regional strategic program meetings.
- Create and manage process of reporting weekly, monthly, quarterly and annual reports as needed.
- Project Management and Consulting: May independently lead and/or facilitates the achievement of organizational goals and objectives on behalf of the Executive Director of the Regional BIOs Business Management Office.
- May lead large projects or oversee regional programs such as complex improvement projects to identify and resolve issues of strategic importance.
- Develop proposals outlining proposed project structure, approach and work plan.
- Interprets analysis and develops action plans accordingly.
- Provide direction to content experts of the responsible technical area.
- Provide leadership and expert consultation on the design, development and implementation of programs.
- Manage shared resource demands.
- Act as a resource for lower-level staff.

Qualifications:

Basic Qualifications:

- Bachelor's degree in a related subject and/or 4 years of equivalent experience.
- A minimum of 12 years of experience in documenting functional requirements, analyzing business process, and developing business cases to support IT solutions.
- Contributes to the development of innovative principles and ideas.
- Experience with business process improvement and the tools and data requirements for supporting an effective business process improvement project.
- Demonstrated performance in strategic/operational analysis and planning, analytical techniques, financial and market assessments.
- Proven leadership skills in project management and consulting.
- Demonstrated ability to structure, drive and execute complex multi-disciplinary issues to closure with minimal direction.
- Proven ability to effectively manage in ambiguous situations with minimal direction.
- Proficient in team building, conflict resolution, group interaction, project management, and budget management.
- Demonstrated ability to lead professionals and manage others through influence and collaboration.
- Outstanding written and oral communication skills required.
- Demonstrated ability to conduct and interpret quantitative/qualitative analysis.
- Must be able to work in a Labor/Management Partnership environment.
- Advanced knowledge (broad expertise or unique knowledge) of policies, practices and systems.
- Develops advanced concepts, techniques, and standards.

Preferred Qualifications:

- Kaiser Permanente experience.
- Masters Degree
