Job description
IBM provides contract support to the FEMA Public Assistance (PA) program. The PA program disperses federal grants to public agencies and not-for-profit organizations so that States can properly prepare for and recover from significant man-made and natural disasters. IBM consultants work with a variety of city, state, and not-for-profit agencies to help them understand the PA program and to allocate federal grant funding for eligible disaster recovery costs. The IBM team collects and reviews financial data and documentation, determines the eligibility of disaster-related claims, and prepares applications for allocation of funds called Project Worksheets. IBM is currently deploying staff to NY and NJ to support the victims of Hurricane Sandy.
Individual's role on the project;
Develop a detailed comprehension of relevant statutes, regulations, and policies and use this knowledge to advise FEMA leadership on critical public assistance eligibility determinations on applicant recovery projects.
Federal Regulations afford applicants a process whereby applicants may appeal FEMA eligibility determinations or other Federal actions involved in the project worksheet approval process. These can include determinations on reasonable costs, facility repair vs. replacement considerations, or repair/replacement cost estimates.
US Citizenship is required, as is a Bachelor's Degree in a business related field preferably Accounting.
It is also expected that new hires live within a reasonable commuting distance (generally 50 mi or less) of Washington, DC. Exceptions may be considered.
Required
- High School Diploma/GED
- Basic knowledge in Prior FEMA Experience
- At least 1 year experience in Federal Financial Management
- Readiness to travel Up to 4 days a week (home on weekends-based on project requirements)
- U.S. citizenship required
- English: Basic knowledge
Preferred
- Bachelor's Degree
- At least 1 year experience in Prior FEMA Experience
- At least 2 years experience in Federal Financial Management
- Certified in CPA
- English : Fluent
