Develops long-term strategy, goals, and policies to improve Labor Relations intelligence and effectuate strategic decision-making for executive leadership team. Institute skills-based development for Kaiser Permanente negotiators, their teams, and other Labor Relations/Human Resources high-potentials.
Advise, counsel, and make recommendations on all Labor Relations activities occurring within National Labor Relations landscape, including national initiatives in support of collective bargaining activity, as well as day to day labor relations.
Leads or provides direction to, and coordinates all Labor Relations activities occurring in regional/customer area assignments related to NLT functions. Aligns with regional and national Labor Relations and Human Resources activities and strategies. Applies effective interpersonal and formal presentation skills, and builds trust with key stakeholders to influence optimal organizational outcomes. Develops a thorough understanding of the National Agreement between Kaiser Permanente and the CKPU and local collective bargaining agreements for the assigned region/customer area.
Establishes relationships with key regional and national stakeholders to understand operational and strategic objectives. Maintains broad knowledge of the unique needs of the region/customer area. Exerts influence as needed to coordinate regional and national labor and business objectives.
Develops long-term strategy based on research and analysis of federal and state labor issues. Maintains knowledge of external national labor relations activities. Analyzes and reports on major settlements, trends, and National Labor Relations Board (NLRB) decisions. Uses research findings to identify future labor issues that health care employers are likely to face.
Basic Qualifications:
• Minimum of 10 years of senior human resources leadership and/or consulting experience. Demonstrated consultative engagement experience with senior leaders is a must.
• Minimum of 10 years of complex labor relations experience including bargaining. The incumbent should have proven experience supporting health plan workforces and demonstrated experiences in supporting business segments with a high percentage of organized labor.
• Bachelor's degree in Human Resources, Labor Relations, or related discipline.
Preferred Qualifications:
• J.D., MBA or advanced degree in a related area
