Director, Consumer Audience

Kaiser Permanente is looking for a Director of the Product Management for the Consumer Audience. The position is located in Pleasanton, CA. This position is key in meeting our goals to support the organizational growth targets of membership as well as our organizational goals of delivering high-value self-service functionality to our members. This position will be responsible for managing multiple products within the Consumer Audience and overseeing other product managers in the development of Web and mobile applications. Features within the product line provide information and self service capabilities to help prospective members find and enroll in our plans, as well as help members understand and manage their plan, including their eligibility and benefits, estimates, claims, bills and health finances.

Essential Functions:
- Build a deep understanding of the consumer audience needs and ensure that our products are easy to use and provide high value.
- Lead and/or direct others to create and socialize Product Development deliverables for projects with complex scale that require specific and/or technical focus. Champion and consult on the applicable technical aspects of the product development lifecycle. This work includes tools for project governance, tools and templates, protocols, engagement strategy, escalation protocols, decision-making, risk management and contingency planning.
- Draft new product strategy to ensure alignment with overall Product Development direction and present to cross-functional senior leadership or socialize across the organization.
- Lead other Product Management team members and personnel to ensure that product line specifications are integrated into product plans to deliver customer value and meet market demand. Providing professional/technical guidance to team members.
- Manage budget, coordinate with multiple client stakeholders (national and regional) in the Marketing, Sales and Service Administration (MSSA) community and execute across the software product development lifecycle. Experience with Agile/Scrum software development is preferred.
- Approve product roadmaps and development plans to ensure that a given product plan will produce desired results for the targeted market segment and regional operation and/or to meet broader product solutions which would be developed for segment specific strategies. Identify and address key problem areas for remediation.
- Manage or review product management performance measures to ensure product success.
- Develop and manage business case and multi-year plans.
Create alternative analyses that have include creativity and innovative options, as well as build consensus around recommendations address to a diverse range of needs.
Qualifications:

Basic Qualifications:
- 8+ years of related experience to include 5+ years of product management/development experience focused on Internet and mobile applications, ecommerce or CRM. We are looking for a candidate experienced in end-to-end product management from product vision through product value realization.
- 5-8 years experience of related Product Development experience in Internet/Web/ mobile applications
- Candidates should be experienced business transactions, membership/enrollment, service administration, e-mail marketing, and web analytics to measure the complete (360 degree) effectiveness of online marketing efforts in conjunction with our marketing partners in Database Marketing, Brand and Advertising, and web reporting.
- 4-year degree in related field or 4 additional years of equivalent experience.
Experience with business case development and management.


Preferred Qualifications:
Supervisory or management experience. The ideal candidate should feel comfortable leading others. The management of other product managers working in Agile team rooms is a key challenge of this job to bend the trend and get to quicker time to market to grow our membership. It is expected that the ideal candidate will provide on-going coaching, enabling team members to develop and improve skills and capabilities which support the effectiveness of product managers within Internet Services Group.
Experience drafting new product strategy to ensure alignment with overall Product Development direction and present to cross-functional senior leadership or socialize across the organization.
- Lead Product Management team members and personnel to ensure that product line specifications are integrated into product plans to deliver customer value and meet market demand.
- Experience delivery new products, or services into the market including creating product launch strategies, or partnering with product marketing to ensure product promotion and adoption.
- Experience with Web analytics tools including (Webtrends, Omniture, etc.) and articulating and measuring Key Performance Indicators.
