Manages the genetic counseling staff (approximately 10-20 employees), who provide counseling and referral services to those members who have or are at risk for genetic conditions or birth defects. Directs and monitors the quality of patient care services. Ensures compliance with federal, state, and local requirements. Conducts genetic counseling in all areas (including obstetric and cancer patients).
Essential Functions:
- Manages the counselors and staff who are in multiple locations.
- Directs staffing and scheduling coverage, and ensures competency of staff and timely accessibility for members.
- Identifies opportunities for staff development and presents programs to enhance their professional growth.
- Coordinates hiring and training of staff. Manages and resolves human resource and risk management issues, while demonstrating cost effective and appropriate utilization of skill requirements.
- Provides expertise and guidance on the more complex issues and cases, especially those which involve ethical and legal issues.
- Develops, maintains, and revises policies, procedures, and protocols for genetic counselors based on up-to-date advances in genetics and mandates by the state.
- Develops and implements the quality assurance and improvement programs for genetic counselors.
- Participates in evaluating new and expanding local and regional genetics programs, projects, genetic counselor staffing and operational budget requirements.
- Acts as liaison between patients and physicians and other health care providers.
- Serves as liaison between clinical genetic services and other departments.
- Administers the State of California mandated programs.
- Provides genetic counseling services for all areas of medical genetics, including pediatric, prenatal, adult, and cancer referrals.
- Assesses recurrence risks and recommends medical or genetic testing based on analysis of the risk, benefit, and cost.
- Ensures effective communication between staff and management within department.
Qualifications:

Basic Qualifications:
- Three (3) years of counseling experience required.
- Previous lead/supervisory experience preferred.
- Previous computer experience preferred.
- Master's degree in Genetic Counseling.
- Must be Board Certified by the American Board of Medical Genetics or the American Board of Genetic Counseling.
- Must have a valid Genetic Counselor License issued by the California State Department of Public Health.
- Must have a National Provider Identifier (NPI), or obtain an NPI, prior to employment start date.
- Knowledge of federal, state, and local requirements.
- Demonstrated refined analytic and diagnostic reasoning skills.
- Demonstrated strong interpersonal communication skills.
- Ability to clearly explain complex medical information in both verbal and written form.
- Must be able to work in a Labor/Management Partnership environment.
