This position provides leadership and direction for all the following positions representing 20 executives & 1,900 staff:
1. VP, Group BIO: Quad BIOs (NW, CO, OH, GA)
2. VP, Group BIO: Southern California & Hawaii BIOs.
3. VP, Group BIO: Northern California & Mid-Atlantic States BIOs
4. VP, BIO National Facilities Services
5. VP, BIO Shared Services
6. VP, End User Services (matrixed)
This position sets the strategic direction for all BIO's identified above. As a key member of the IT Senior Leadership team, reporting to KP's Chief Information Officer, this position will have management responsibility for the BIOs who develop & implement the IT solutions for the business partners in Health Plan & Hospital Operations. This position provides leadership & direction to a staff of approximately 1,000 & a budget of approximately $400M. He/she will be responsible for setting the overall strategy, leading development, & ensuring the delivery of innovative, leading edge, capabilities in the market & for understanding, promoting & supporting the business partner's strategic direction and priorities. This position will be interfacing regularly with the regional Presidents and will be responsible for managing the regional BIO's across the country along with the BIOs in four key functional areas within the business. Additionally, this position is accountable for the national and regional integration of Information Technology functions across the Information Technology organization.
Essential Functions:
Leadership responsibilities include the formulation of strategic direction across all areas of responsibility & setting expectations on how each BIO interacts with his/her individual Leadership Team, the KP Information Technology Senior Leadership/BIO Teams & the CIO. This work focuses on three areas:
1. Business Partner / IT Strategic Alignment
- The BIOs partner with the Regional Business & Medical Group partners to understand business strategies & priorities, help determine day-to-day and long-term investment needs & select solutions that deliver the greatest value to the business.
- The BIOs are also accountable for managing & prioritizing business systems enhancement requests with local & national investment initiatives & negotiating IT impacts with the Regional Business & Medical Group partners based on changing business priorities & requirements.
- The BIOs are responsible for the development & maintenance of regional & functional multi-year investment plans in coordination with Regional Presidents & Medical Directors.
2. End-to-End Delivery Accountability
This Regional Operations role is responsible / accountable for all IT deliverables & support for Regional operations including implementation of any & all National Projects. In partnership with all IT functional areas the Regional BIO:
- Negotiates delivery of IT products & services with the Business & Medical Partners, & assumes accountability for achieving those commitments
- Is accountable for the entire Regional IT budgets, including national IT functions & National Portfolio Project implementations. This budget is approximately $600M
- Facilitates resolution of issues that impact performance.
3. Engagement Management:
- Develops processes with the BIOs to be the primary communications interface with regional business & medical group leadership for all IT-related matters & issues. Each BIO is responsible for monitoring all channels of communication to ensure their overall effectiveness & to be aware of all major activities & issues that involve IT systems for the region.
Qualifications:

Basic Qualifications:
- Bachelor's degree or an equivalent level of education and experience
- Minimum of 15 years of progressively more responsible roles in Information Technology and/or healthcare IT business, including 7 or more years at Vice President level or above at the corporate, group, or business unit level.
- Successful track record of IT leadership, execution and delivery
- Experience leading IT organizations in applying innovative IT solutions in support of the business.
- Experience managing Executive staff along with expense multi - million dollar budgets.
- Executive level professional that is collaborative and accustomed to working within an end-to-end delivery as well as matrixed organization structure.
- Position requires an executive level professional with demonstrated experience and accomplishments in developing, recommending and influencing decisions based on a strong business case - develop consensus, and communicate effectively in business (non-technical) terms.

Preferred Qualifications:
- Experience in a healthcare oriented organization.
- Experience could be gained through a combiation of consulting and client-side positions, but must include substantial supervisory leadership experience.
- Advanced degree (e.g.m, MBA, M.S. or M.A.)
