The individual in this position will provide the leadership for the Business Management functions for Infrastructure Management Group's (IMG's) Network Services organization. His/Her primary responsibility is to lead the team which oversees Contracts, Vendor management, Metrics and business reporting , Telecom expense management, Telecom Inventory Management, , Telecom invoice management andoversight and reporting on an annual Budget of over $200M in Operating Expense and over $20M in Capital Expense.
The Infrastructure Management Group is transforming into an ITIL based service oriented organization. The successful candidate will be responsible for developing a Financial Management function, which will provide the methodology and analytics to operate Network Services as a service organization. The successful candidate will be working closely with the broader Network Services teams and key stakeholders in the Business and IT. The successful candidate must have proven experience in establishing a business management program, time-phased forecasts and budgets, implementing project planning and control, variance analysis, financial planning and analysis, staff management experience and a strong background in managing telecom service providers and vendors.
ESSENTIAL ACCOUNTABILITIES
- Oversee contracts: invoicing, payment and budget for over $200M network spend
- Manage Headcount budget
- Minimize variance in budgets from Plan to Actuals and provide accurate accounting and forecasts on an on-going basis
- Lead cost management initiatives to ensure rates and Terms and Conditions are best in class and identify year over year telecommunications and network expense reduction opportunities based on industry benchmarks
- Ensure accurate, transparent billing back to the business units and cross-charges within IT that recover network costs
- Provide Inventory and Asset Management functions - such as Circuit Inventory, Phones and network equipment
- Operate Enterprise Order Desk for Wireless Devices and Circuit ordering
- Serve as Primary interface to Finance and other BMOs
- Provide associated metrics and Business Reporting
- Facilitate negotiations for new and revised service contracts
- Develop Business Cases and conduct ROI analysis for projects and investments
- Present to Senior Executives on matters concerning Budgets, Cost Initiatives, Chargebacks and Process Improvements
- Lead Process and Quality Improvement efforts for these Functions
Qualifications:
Basic Qualifications:
- Master's degree in related field and/or 6 years of equivalent work experience.
- A minimum of 8 years of progressively responsible management experience in planning, budget/financial management, and staffing.
- A minimum of 8 years of focused technology leadership
- Proven broad accomplishment in a highly matrixed organization
- Demonstrated experience in telecom contract negotiations, vendor management and complex Service management
- Experience in technology investment justification, budget planning or P&L accountability
- Experience managing complex, global projects and programs
- Experienced Manager skills and leading cross-functional teams
- Excellent communications skills, verbal and written.

Preferred Qualifications:
- ITIL and formal IT service management experience preferred
