Kaiser Permanente IT is looking for an experienced Senior Manager for Network Access and SACM (Service Asset and Configuration Management) functions to be located in our new Englewood facility in Colorado.This individual will provide day-to-day leadership for all access and SACM related activities performed by internal KP teams and third party vendors. He/she will apply the correct mix of people, processes, and tools guided by accepted industry best practices to effectively improve the service performance and stability.

This role will be responsible for creating and implementing the plan, policy and framework needed for supporting service asset and configuration management for all of Network Services group. He/she will also lead the effort to establish the different mechanism/model for requesting, restricting and revoking access rights for KP employees, contractors and third party vendors.

This position requires strong leadership to drive faster adoption, greater utilization and more discipline managing access and SACM functions so that improved business results can be achieved. The ideal candidate must have strong experience implementing these functions along with execution focus and customer centric aptitude.

Essential Functions:
- Develop, communicate and implement network access management policies and controls in line with KP network security management requirements
- Partner with HR team to integrate and implement processes to ensure the access is modified as and when the employment status changes (new hire, transfer, promotion, resignation, retirement, etc.)
- Ensure periodic audits are conducted to detect unauthorized access from within and outside of KP organization
- Ensure all access requests are verified to confirm the identity of the user and legitimacy of the request
- Define and maintain the different groups and roles from access management perspective to avoid role conflicts
- Manage efforts to drive process improvements and system enhancement pertaining to the access and SACM processes
- Ensure that assets under the control of the IT organization are identified, controlled and properly cared for throughout their lifecycle
- Work with Engineering, operations and vendors to effectively manage and phase out EOS/EOL devices and software
- Identify, control, record, report, audit and verify services and configuration items including versions, baselines, attributes and relationships
- Define what needs to be measured for access and SACM and ensure the accuracy and relevance of the metrics that are reported
- Maintain accurate configuration information on the historical, planned and current state of services and devices
- Engage senior leadership within the organization cutting across the hierarchies and functional silos
- Protect the integrity of CIs by working with change management to ensure that only authorized components are used and only authorized changes are made
- Ensure that the right set of management data is collected and that tools are available to support the access and SACM processes
- Identify potential people-side risks and anticipated points of resistance, and develop specific plans to mitigate or address the concerns
- Manage and motivate the teams by providing for professional/technical growth through assessment, mentoring and training opportunities

Qualifications:

Basic Qualifications:
- Master's degree in related field and/or 6 years of equivalent work experience.
- A minimum of 8 years of progressively responsible management experience in planning, budget/financial management, and staffing.
- A minimum of 8 years of related IT experience including network and telecom experience working in a leadership role.
- At least 3 years of experience with implementing access and SACM functions.
- Strong understanding of ITIL principles (minimum ITIL v3 certification)
- Excellent written and oral communication skills.
- Ability to manage multiple competing priorities.
- Demonstrates good judgment and discretion when dealing with confidential information.
- Ability to partner with all levels of management to ensure effective implementation of time-sensitive initiatives.
- Ability to articulate a compelling vision, analyze competitive advantages and provide value proposition.
Preferred Qualifications:
- Knowledge of health care industry is preferred.
- Remedy and Business Objects experience preferred.
