The ActuarialHealth Data Analyst II provides quantitative measurement and data analysis expertise for Actuarial Data Analysis. Responsible for implementing established, as well as developing and applying innovative techniques for measuring, analyzing, and reporting on healthcare processes, health outcomes and health costs.
Essential Functions:
- Independently determines and implements appropriate measurement and analytical methods to achieve specified analytical project or tasks objectives.
- Exercises independent professional judgment regarding analysis assumptions and data quality. Identifies and resolves data quality issues, as required.
- Coordinates the work of other project team members (Actuarial Analysisstaff, regional analytic staff, and contractors) to accomplish specified analytical project or task objectives.
- Determines the most informative approaches to summarizing data and communicating analytical results. Develops, as required, innovative or customized templates and formats.
- Implements specified quality assurance procedures to ensure accuracy of project data, results, written reports and presentation materials.
- Designs and creates written reports and presentation materials describing project objectives, methods, data and results.
- Given project or task data requirements, determines the most efficient approach to data collection and validation and works independently to obtain needed data from KP information systems (e.g., Clarity).
- An effective Healthcare Data Analyst will substantively contribute to achieving the Actuarial Analysis goals of fully realizing the analytical potential of KPInformation Systems,fostering effective cooperation and collaboration among analysts across the KP Program, and providing accurate and informative analytical results to Medical Group and Health Plan leadership in order to improve policy and decision-making.
- Poor performance on the part of a Healthcare Data Analyst may increase the cost of important results and inappropriate recommendations to senior leadership based on those results.
- Exercises independent professional judgment regarding analysis assumptions and data quality.
- Selects most appropriate analytical methods and tools in order to meet specified project objectives.
- Determines the most informative approaches to summarizing data and communicating analytical results.
- Develops, as required, innovative or customized templates and formats.
- Based on experience and knowledge of KPHC data systems, determines the most efficient and effective approaches to data collection and validation.
- Identifies, analyzes and solves complex technical problems related to the collection, integration and validation of data from KP HealthConnect systems and legacy information systems.
- Must frequently diagnose and solve problems involving data availability, completeness and quality.
- Develops custom software algorithms and programs (e.g., SAS or SQL) related to data collection and analysis.
- Identifies, analyzes and solves problems related to data and results presentation and communication.
- Provide updates on the status of analytical tasks and project work; communicate and resolve questions and problems related to task and project work.
- Coordinate task and project work; coach and instruct regarding analytical tools, and data access strategies.
- Assume other duties as directed.

Qualifications:

Basic Qualifications:
- Minimum of 3years of related work experience in an analytical environment, preferably in healthcare.
- Demonstrated effectiveness in written and verbal communication of technical material.
- Skills in analytical methods including problem and model formulation, algorithm selection, and development of overall solution strategy.
- Creativity, critical thinking, and excellent problem-solving skills.
- Excellent written and verbal communication and effective interpersonal skills.
- Some experience with analysis of administrative databases and computer-intensive statistical analysis (preferably using SAS), multivariate statistical methods, general research methodology.
- Some general knowledge or work experience in one or more of the following areas: disease management, survey design, health status measurement, case-mix or health risk adjustment methods, research methods, actuarial methods, cost-benefit or cost-effectiveness analysis.
- Knowledge of healthcare industry, especially healthcare analytics preferred.
- Familiarity with Kaiser Permanente healthcare systems preferred.
- Master's degree or a Bachelor's degree with 2 additional years of experience.
- Disciplinary training in advanced quantitative measurements methods (mathematics or statistics), ideally in the context of a quantitative social science or health services research.
