Manages a large unit or multiple units providing ambulatory services. Ensures staff provides high quality, accessible, cost effective care, and patient focused services to members across the continuum, which comply with local, state, and federal requirements. Develops and maintains budgets and on-going staff development.
Essential Functions:
- Manages the operations of a large unit or multiple units in an outpatient facility.
- Ensures Assistants and staff provide the highest quality of care and are in compliance with The Joint Commission, federal, state, and local requirements.
- Collaborates with physicians and other health care providers in establishing, implementing, and maintaining patient care and quality service standards to meet members and internal clients' expectations.
- Acts as patient advocate resolving patient care issues.
- Designs and evaluates processes to improve systems and patient care results across the continuum of care.
- Develops and monitors budgets and resource allocations.
- Monitors financial performance and identifies and implements strategies to reduce costs and improve quality of care/service.
- Determines the appropriate staff mix for department and develops processes to screen, interview, hire, train, and maintain the competency of all department staff.
- Provides on going staff development.
- Develops, implements, and monitors departmental policies and procedures which support the organizations goals and business objectives and ensures they are met.
- Collaborates with Physician Team Leader and Department Chief in developing the level of patient services and the day-to-day operations of the department.
- Manages and resolves human resource, labor relations, employee and department safety, and risk management issues.
Secondary Functions:
Under the general direction of the Education Coordinator:
- Assist with the coordination of activities related to the CLS and HT training programs.
- Assist with the scheduling, set-up, and coordination of approved CE events that may be presented region-wide and locally.
- Assist with the coordination of employee development courses for Regional Laboratory and NCAL laboratory employees.
- Assist with the collection and coordination of documentation required for renewal of LFS approval of Kaiser Regional Laboratory as a CE provider.
- Participate in the coordination of New Manager Training programs at Regional Laboratory.
- Participate in the coordination and delivery of LMP courses at the Regional Laboratory.
- Assist with special projects not requiring licensed personnel.
- Complies with and helps enforce department and organization safety policies. -Must be able and willing to travel between Regional Laboratory campus.
Qualifications:
Basic Qualifications:
- Significant supervisory experience required (usually five (5) years).
- Significant experience in management/leadership roles required (usually five (5) years).
- Bachelor's degree, or equivalent experience, in a health related field required.
- Knowledge of The Joint Commission, and other local, state, federal regulations.
- Demonstrated strong interpersonal communication skills.
- Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
- Significant experience in an outpatient care setting preferred.
- Bachelors degree in biological sciences or related field.
- Master's degree preferred. (in Science or related field).
- BLS certification preferred.
- Minimum 3 years experience in organizing and conducting education and training programs.
- At least 3 years in recent progressive supervisory/management responsibilities.
- Demonstrable experience in high level of initiative, good judgment, exemplary interpersonal skills, excellent written/verbal communication skills, excellent presentation skills to support all levels of internal and external clients in a multifaceted, culturally diverse, and complex organization.
- Proven strong leadership and human resource skills are preferred
- Demonstrable skills and experience in creating a collaborative work environment and labor management partnership.
- Project management experience preferred
-Proficient skills in using various computer applications in document creation, statistical analysis, graphic display, and flowcharting. - Ability to be flexible in schedules to meet deadlines or operational requirements as needed.
