Responsible for leading compliance initiatives across compliance function(s). Also supports Region wide compliance initiatives. Managing relationships and maintains communications with key stakeholders, both internally and externally. Accountable for negotiating agreements and influencing support for compliance initiatives from decision makers. Manages direct and matrixed reporting relationships over multiple compliance functional areas to lead the research, planning, implementation, monitoring, validation, and reporting for a broad portfolio of compliance systems and initiatives to enable organizational compliance with all applicable Federal, state, and local regulations/laws, as well as overseeing the protection of organizational assets.

Essential Functions:
- Change Management: Responsible for leading change management efforts related both to specific compliance functional areas as well as larger departmental goals or objectives.
- Identifies and acts upon opportunities to leverage direct reporting team in change management activities; ensures direct reporting team is engaged in change management as appropriate.
- Participates in enforcing compliance standards, developing corrective action plans, ensuring the dissemination of compliance procedures, standards and related materials.
- Project Management: Responsible for management of Compliance project plans for individual/Compliance program objectives or projects across functional areas as well as ensuring project timelines and objectives are met for projects managed by reporting positions.
- May manage process or provide resources that support Compliance Hotline investigation process.
- Strategic development: Participates in the identification and development of compliance objectives, goals, and strategy relative to functional areas.
- Provides expert knowledge and guidance around policy development based on new state/federal laws and regulations.
- Issue Management, Response, and Mitigation: Responsible for issue management, response, and mitigation across functional areas.
- Identifies risks and issues related to Compliance projects and production operations.
- Anticipates and addresses issues through regular communication with reporting positions and other internal and external parties, mitigating risk or, in the most severe cases, escalating issues for resolution by more senior levels as necessary.
- Communications, Stakeholder Management, and Facilitation: Facilitates communications, manages relationships with stakeholders, and negotiates agreement with involved parties for compliance initiatives and programs for functional areas.
- Establishes and/or leads compliance related committees/work groups cultivating group values and behaviors.
- Personnel Management: Manages the efforts of direct reporting, as well as matrix reporting, positions.
- Responsible for selecting, developing, and deploying personnel in the most effective manner to meet objectives.
- Responsible for performance management, compensation decisions, and providing on-going, regular developmental feedback.
- Influences performance management, compensation decisions, and ongoing feedback for individual contributors reporting to direct report managers.
Qualifications:

Basic Qualifications:
- 10-12 years of compliance-related experience.
- 3-5 years of management experience.
- Bachelor's degree, or equivalent experience, in Health Care Administration, Business or Public Health Administration, or other relevant field.
- Master's degree in Health Care Administration, Business or Public Health Administration, or other relevant field preferred.
- Certified in Healthcare Compliance (CHC) or other accredited compliance certified.
- Significant knowledge of compliance policies, practices, systems and standards.
- Develops compliance principles, theories, and concepts.
- Project management skills.
- Significant knowledge of the OIG guidelines, compliance program elements & frameworks.
- Demonstrated knowledge of current thinking and practice around the business of compliance.

Preferred Qualifications:
- Comprehensive understanding of HIPAA privacy and security regulations, federal and state breach notification requirements, and California laws and regulations that control the privacy and security of information.
