Description

The J&J Healthcare Compliance and Privacy organization is recruiting a Senior Manager, HCC Monitoring to support the MDD Global Surgery group of companies. JJHCCP is responsible for the implementation of programs designed to ensure that J&J companies meet statutory and regulatory requirements relating to health care fraud and abuse; as well as advertising and promotion laws governing the company's commercial and scientific activities. This position is a new role that will enhance key elements of the compliance programs for the Global Surgery Group including Ethicon Surgical Care, Ethicon Biosurgery and Energy, Cardiovascular Franchise, Mentor, Acclarent, and Sterilmed. The position will report to the HCCO, Mentor.

The Sr. Manager, HCC Monitoring is responsible for working with the HCCOs of all Global Surgery companies to design, plan, implement and execute a Healthcare Compliance monitoring strategy and plan consistent with business needs and risk assessment. Once the monitoring plan is implemented, the Sr. Manager will work with business partners to enhance business processes based on monitoring results, effectively integrating compliance into the day to day business activities and enabling increased business ownership of activities with compliance risk. The scope of monitoring will include field based business activities, and the Sr. Manager will design and oversee a risk based field monitoring program. The Sr. Manager in this role will also collaborate with US Operations and ensure standards developed by the Center of Excellence and US Operations are maintained, as appropriate.

This role is also accountable for designing, planning, and all project management aspects needed to effectively implement a sustainable case management capability across Global Surgery. This includes the implementation of the Ethics Point system in a consistent and effective manner across Global Surgery companies. The execution of investigations will continue to be managed by HCCOs and the Sr. Manager, Monitoring, will support all the Global Surgery HCCOs, with coordination, data collection, documentation, and analytical support to assure timely and useful data for driving corrective actions and management accountability as applicable.

The Sr. Manager of Monitoring will support the self assessment process across Global Surgery companies to provide direction into the monitoring plan and other compliance program improvements. The position will also provide central coordination and oversight for the FCPA due diligence process for third parties across all Global Surgery companies. The role includes policy development and SOP maintenance in support of all aspects of the job function.

The Sr. Manager will lead a team of one senior analyst and two contractors.

Partners with Global Surgery HCCOs to design a monitoring plan to mitigate risk associated across the MDD Global Surgery companies. Partners with Global Surgery HCCOs to develop an annual Monitoring plan for the companies based on risk assessment and business needs

Partners with colleagues in JJHCCP US Operations Group and Center of Excellence, as well as HCC Pharm and other MDD groups, to leverage standards, expertise, best practices, and tools.

Identify and implement monitoring controls and make recommendations for training and/or other mechanisms to mitigate risk, or improve the efficiency or effectiveness of our compliance programs. Design an Investigations program across Global Surgery in collaborations with HCCOs that provides efficiencies and effectiveness in this compliance element. Assist and support investigations and/or legal inquiries through process and data analysis, partner with other departments to develop efficient mechanisms to respond to common request, develop policies, SOPs and work instructions as needed. Leverage learning from monitoring to advice compliance and business leaders on need for improvement, and to seek opportunities to streamline, integrate, and reduce cost of all processes where ever possible.

Implement the Ethics Point system across all Global Surgery companies in collaboration with HCCOs and maintain oversight and support for the consistent use of the system to streamline and ensure effective documentation of investigations. Provide centralized support for the FCPA Due Diligence process in collaboration with Global Surgery HCCOs and staff including maintenance and communication of relevant Standard Operating Procedures, Training and Forms in support of all aspects of this task across Global Surgery. Follow JJHCCP document management standards as applicable. Oversee annual self assessment process for Global Surgery companies in collaboration with HCCOs and JJHCCP COE/US Operations to identify and prioritize risks and opportunities for improvement in the compliance programs to better focus compliance resources. Manage and develop staff and contractor resources to deliver goals and objectives per above; collaborate with HCCOs across Global Surgery to deliver mutually owned goals and objectives.

Qualifications


Bachelor's degree required; advanced degree is preferred. A minimum of 3-5 years of business, Finance or IT experience is required in the pharmaceutical and/or medical device industries. Proven ability to manage change and communicate effectively across different groups and leaders is required. Experience with data mining and data integration techniques required. Experience with project management of data mining and process improvements utilizing employee, organizational structures, or financial related information preferred. Ability to apply HCC/Fraud and abuse laws and FDA regulatory and promotional practices required. Experience in managing others preferred. Required experience conducting audits and managing auditing programs in one or more compliance areas (HCC, FCPA, GCC, Finance, Quality, Regulatory). Requires knowledge of HCC/fraud and abuse laws; regulatory promotional practices; FCPA, financial or auditing practices and company business and policies.

Analytical reasoning and technical/analytics skills required. Must demonstrate strong written and verbal communication skills, and be able to solve complex problems and make critical decisions. Ability to conceptually think, manage projects, maintain processes, and audit findings required. Certification in Health Care Compliance preferred. Process Excellence certification/training preferred. This position will be located in Somerville NJ or Cincinnati, Ohio. Estimate 25% travel time.
