GENERAL SUMMARY



Serves as an expert technical and industry resource to management, clients and development staff in new uses of information technology and in all phases of major system and subsystem development. Provides consultation on internal and industry IT technical and business process capabilities, including leadership in the identification and recommendation of new IT opportunities. Formulates, contributes to, and directs task identification, work effort estimates, and work schedules for research, prototype, and proof-of-concept IT activities. Directs and participates in software/hardware releases and installation tasks. Provides guidance to staff on complex assignments.Understands challenges presented by large scale databases, high transaction volume processes, and high availability applications.
ESSENTIAL RESPONSIBILITIES

- Analyze, develop and implement complex database designs, data models and logical data specifications.
- Makes use of software methodologies and appropriate tools to design and implement the relational data structures.
- Provides comprehensive consultation to database administration, business analysts and client areas in resolving questions during the translation to a physical database.
- Performs data modeling studies and develops detailed data models.
- Works with client and IS management and staff to establish and maintain consistent data element definitions across computing environments.
- Participates in and may direct the analysis and definition of efficient, cost effective application solutions which support client business processes and functional requirements.
- Leads software coding, testing, debugging, documentation, and installation tasks for on-line and batch processes in accordance with industry best practices and specific internal procedures and standards.
- Evaluates application architecture and design, development and maintenance programming deliverables, technology tools, and associated technology process for application systems, including integrated software and hardware application configurations.
- Participates in and may direct problem definition and problem resolution activities.
- Coordinates with internal departments to provide associated deliverables required for projects.
- Conducts client interviews to perform analysis of client business processes and functional requirements. Prepares appropriate documentation to communicate and validate the information.
- Participates in and may lead IT forums, technology assessments, industry research, and other projects as needed.
- Prepares and conducts presentation of various work products and IT technology directions and strategies.
- Reviews, creates, and/or revises internal IT standards and procedures.
- Performs knowledge transfer to staff. May review the technical work of staff.
- Performs other duties as required.

Qualifications:

JOB SPECIFICATIONS

- Bachelor’s degree or equivalent experience.
- Previous (10+ years) experience in all phases of applications software development/maintenance life cycles in a client server environment.
- Expert knowledge of at least one RDBMS (DB2 a plus),  including experience with functions such as: performance tuning, query optimization, indexing strategies, partitioning, concurrency, locking, stored procedures, triggers, and functions. 
- Ability to read and write complex SQL. 
- Expert knowledge of data modeling and schema management.
- Working knowledge of Unix and shell scripting.
- Working knowledge of at least one ETL tool (Data Junction a plus).
- Expert knowledge with at least one procedural language (Java or OOP a plus), with a strong focus on modular programming, top down design, and problem decomposition.
- Demonstrated excellence in technical skills and knowledge required in one or more higher level programming languages respective to various client server / web-based programming development environments.
- Strong skills required in leadership, critical thinking and analysis, verbal and written communications, and interpersonal interactions (e.g., partnering, conflict management, consulting, etc.).
- Excellent communication skills, including documenting complex processes.
- Understanding of health care business and care delivery processes preferred.
