Kaiser Permanente is heavily investing in new capabilities to support Health Plan (HP) claims processing. These capabilities are supported by large, complex multi-year IT projects.

The Kaiser Permanente Information Technology (KP-IT) HP Claims Sub-Portfolio seeks a Project Manager Specialist to help ensure the successful delivery of these IT solutions. You will be joining a high performing, motivated team of business and IT professionals eager to deliver outstanding solutions against aggressive timetables.

You will have key responsibility for leading projects related to the successful development, installation and implementation of a highly integrated claims solution (ClaimsConnect) that supports all insurance products in the following geographic areas: Northern CA, Southern CA, CO, HI, OR, WA, OH and Mid-Atlantic States. This solution will receive and adjudicate all referrals, authorizations, hospital and professional claims, as well as all internal encounters. The technological suite must remain in full compliance with all regulations, accreditation and SOX standards related to claims management.

You will aid in planning the transition of an existing software product to an internal team and will lead projects in the design, development, and unit testing within the ClaimsConnect solution, using varied technologies such as Java Enterprise Edition, Oracle & PL/SQL, C#, and ASP.NET, among other technologies. You will plan, coordinate, manage, and track all project activities related to the design, development, and implementation of ClaimsConnect. You will also have accountability for compiling project team and executive facing status reports, maintain people allocations, project budgets, issues & risks log, communication plans, team RACI models, decision models, and other project related artifacts.

Due to the complexity and interdependencies of our systems, enterprise project management experience is necessary. Kaiser Permanente has a very large, structured IT organization that requires compliance to technical and procedural standards. Goals are accomplished via collaboration with other IT and business organizations, requiring excellent planning, coordination, and communication skills.

The ClaimsConnectProject Manager Specialist reports to the Director of ClaimsConnect Development within the Health Plan BIO (Business Information Office) Claims Sub Portfolio.The Health Plan - Claims Sub Portfolio is a blend of developers, business/solution consultants, architects and release managers/engineers.The Project Manager Specialist has day-to-day contact with application vendor, project teams, HP Sub-Portfolio management, and business partners to plan and deliver application investment projects.

The preferred location for this position is Lake Oswego, OR.


Essential Functions:
- Collaborate with other teams within the ClaimsConnect program: Testing, Solution, Performance and Deployment to improve quality of development and implementation of all code objects.
- Manage moderately to highly complex projects within the ClaimsConnect team.
- Balances schedule, scope and budget within the program and re-negotiates with sponsor as needed.
- Participate in the planning for ClaimsConnect program and upgrades and estimates for the implementation of new functionality.
- Daily contact with HP BIO Managers, Product Managers, Vendor managers and business partners, and participation in committees and leadership of program and project teams in the functional domain area.
- Engages with business partner in preparation of program/project financial materials for presentation to funding governance groups at specified project transition points.
- Develops and manages project issue escalation and the resolution process.
- Responsible for applying the risk management process.
- Manages all phases of project delivery life cycle and consults for other projects and programs.
- Ensures program alignment with business strategy and architecture.

- Sustains strong ongoing relationships with client middle and senior management during program.
- Develops and administers schedules and performance requirements.
- Annual planning for the supported applications. Develop multi-year plans to support the ClaimsConnect Platform.
- Manage the technology migrations required for the ClaimsConnect Platform
Commit to a mindset of quality and continuous improvement and be accountable for driving this throughout project teams.
Help ensure the team follows Kaiser's defined processes, methodologies and procedures.

Qualifications:

Basic Qualifications:
- Bachelor's Degree, or 4 years of equivalent work experience.
- 8 years of project management, with an emphasis on large enterprise systems, using a variety of project management methodologies, with recent experience in Agile/SCRUM.
- 8 years managing project deliverables for completeness, quality, and compliance with established standards. Ability to review ongoing and proposed projects to identify opportunities for reuse and process improvement.
- 5 years documenting and communicating the status of progress against plans, taking corrective action as necessary; creating integrated business and IT project plans, milestones, dependencies, critical paths, resource plans, resource loading, risk management plans, program management, and quality control.
- 2 years managing projects with a mix of onshore and offshore resources.
- Strong experience in evaluating and proposing technical alternatives to the project team and clients for resolving business and technology issues.
- Extensive experience influencing senior management/executives within a functional area or across an organization in process improvement.
- Extensive experience gaining buy-in from high level stakeholders to resolve project issues.
- Experience working across complex organizational initiatives involving both national and regional stakeholders.
- Must maintain a positive attitude and the ability to collaborate and communicate with all levels of management, internal and external vendors/partners, system integrators, peers, subordinates, clients, etc.

Preferred Qualifications:
- PMP Certification.
- Scrum Master Certification.
- Advanced degree is a plus.
- Strong leadership, collaboration, and negotiation skills.
- Experience in leading project teams consisting of Solutions Consultants, Program Analysts/Developers, Business Analysts, Subject Matter Experts, Infrastructure Engineers/Consultants, Quality Assurance Resources, Vendors, etc.
- Health Care, Health Plan, or Pharmacy industry experience is a plus.
- Experience managing projects in a SOX compliant environment.
- Knowledge of RUP and/or UML.
