Every week, Kaiser Permanente's Health Plan Test Services (HPTS) team within the Shared Services Testing group under the Health Plan BIO achieves another remarkable benchmark in IT systems delivery of clinical, insurance, financial and administrative information. It's all part of an immense and ongoing migration to a national IT system to better serve our millions of members throughout the country with quality health care. The HPTS Testing team provides quality assurance and testing services to the Health Plan local, national investment projects in California / most Regions outside California (ROC) and in so doing is a critical component in the development of quality systems for the organization.

The HPTS Team seeks a Testing Manager for its Cross BIO Applications / Program Test Management team in Denver, Colorado. The Testing Manager will be responsible for directly managing the day to day PM tasks for a Cross Functional Project and will have a team of test PM's reporting to them who will be leading various cross functional projects within Health Plan. The Testing Manager will oversee development and execution of project plans which are aligned with and follow the appropriate project delivery process for the testing phase, which may include work plans, schedules, milestones, and critical paths. The position requires 7 + years of project management / supervision experience in a Web, Windows environment.
The position also requires the ability to interface effectively with all levels and across organizational lines, including the business units. In addition, the position requires a solid understanding of the Software Development Life Cycle, QA theory and practice, system architecture (web, enterprise and mainframe), databases and EDI. Experience with Membership in a health care system and clinical applications are very desirable. The position will be responsible to oversee delivery from multiple matrixed testing teams of 15 + staff (FTE, onsite and offshore contractors) and will lead the test team on all aspects of QA work activities.The position will have to effectively utilize external vendors and resources throughout the organization. 25% travel is required. This individual will take on the following responsibilities:

- Managing and facilitating the testing for multiple projects,
- Assessing & planning the testing with the regional testing teams, communicating with Business & IT stakeholders on the testing estimates, issues/risks and status
- Ensure testing environments are setup and available for testing;
- Appropriate test strategies, test plans and test summaries are completed for the approved Change Requests.
- Triage and tracking of defects or issues to closure.
- Define, implement & monitor testing processes for successful completion of releases.
- Assists leads with acquiring testing resources for projects.
- Reviews time and resource estimates for projects and tracks actual hours to budget.
- Recognize the various supplier systems (internal and external) to understand what testers are needed
- Facilitate defect review and resolution
- Recognize and recommend priority testing so that the Test Manager can help Business decide on the scope of testing and the risks involved in not testing to save time and money
- Ensure implementation of the established methodologies, processes, standards and tools within the context of the appropriate project delivery process
- Creation of Test Strategy, Resource Plans and Test Plans as needed
- Show testing status and statistics and interpret what the data is showing - raise issues early, define risks, all based on progress
- Assists with hiring of staff, including onshore and offshore contractors.
- Acts as the Single Point of Contact (SPOC) on behalf of IT Testing for the Project with customers (IT & Business), various internal and external testing teams
- Follow CDP / TEAMS phases as to the quality management

Qualifications:

Basic Qualifications
- 8+ years experience in Quality Assurance/ Testing procedures, testing methodologies.
- Masters degree in Computer Science / Business or equivalent experience
- PMP / PMI certification or equivalent Project Management experience
- Knowledge of project management principles, practices, techniques, and tools
- Experience managing/coordinating large testing projects spanning multiple applications and teams
- Experience with testing of various technology platforms
- Experience creating testing estimates and manage testing budgets
- Experience managing onsite / offshore contractors
- Experience with finance systems (Forecasting and Budgeting)
- Excellent written and verbal communication skills
- Working knowledge of SOX guidelines as they relate to testing.
Additional skills needed:

- Well organized with a positive attitude, and ability to work and communicate with all levels of management including external partners such as Vendors, System Integrators etc
- Experience in the Healthcare industry/ domain
- Experience of Testing & Automation Tools such as HP Quality Center, ITKO Lisa, QTP etc.
- Familiarity with any Kaiser applications is a big-plus
