Responsible for the administrative & business management of a large department (50+ FTEs) or multiple departments (w/ a total of 50+ FTEs) providing ambulatory patient care services & the planning, development, implementation, & evaluation/improvement of ambulatory care services/programs. These positions also may include responsibility for in-patient departments or areas. Through clinical nurse supervisors and/or assistant nurse managers, ensures patient care staff provides high quality, accessible, cost effective care, & patient focused services to members across the continuum which comply w/ local, state, & federal requirements; implements & maintains clinical & patient care practice standards, budgets, & staff development. Manages operations & services that add value & are integrated w/ nursing standards of practice, service priorities, & performance/outcome measures, as well as w/ strategic, business, & organizational goals/objectives.
Essential Functions:
- Manages outpatient programs, services, & operations; & through nurse supervisor(s) and/or assistant department nurse manager(s) is responsible for the delivery of nursing services & outpatient care which are integrated w/ business plans & meet or exceed cost, quality, clinical, & utilization standards & performance measures
- Ensures that services meet members', physicians', & internal clients' needs in a changing & competitive health care market
- Achieves integrated services across the continuum of care & manages & ensures continuous improvement of all clinical practices, services, & operations by designing & implementing systems, processes, & methods to evaluate & improve patient care
- Participates as part of management team in formulating, implementing, & evaluating business plans/strategies & new models/methods of service delivery for ambulatory care services
- Responsible for achieving both short & long term strategic, business, & financial goals/objectives
- Ensures patient care staff provide the highest quality of care & are in compliance w/ the Nurse Practice Act, JCAHO, NCQA, federal, state, & local requirements
- Collaborates w/ physicians, nursing, & other health care providers in establishing, implementing, & maintaining patient care & quality service standards to meet members' & internal clients' expectations
- Acts as a patient advocate resolving patient care issues
- Designs & evaluates processes to improve systems & patient care results across the continuum of care
- Develops & monitors budgets & resource allocations
- Monitors financial performance & identifies & implements strategies to reduce costs & improve quality of care/service
- Determines the appropriate staff mix for department & develops processes to screen, interview, hire, train, & maintain the competency of all department staff
- Provides for on going staff development
- Develops, implements, & monitors departmental policies & procedures which support the organization's goals & business objectives & ensures they are met
- Collaborates w/ Physician Team Leader & Department Chief in developing the level of patient services & the day-to-day operations of the department
- Manages & resolves human resource, labor relations, employee, & department safety/ risk management issues
Qualifications:
Basic Qualifications:
- Experience in ambulatory care management or other related clinical management experience (usually four (4) - six (6) years).
- Bachelor's degree orequivalent experience (usually four (4) years) in ambulatory care management or related field required
- Master's degree in health services or business administration or management preferred
- Demonstrated interpersonal and communication skills
- Knowledge of ambulatory care practices, operations and local, state and federal regulatory standards
