The Strategic Initiatives & Operations (SI&O) organization is responsible for some of the most significant initiatives in Kaiser Permanente (KP) Information Technology (IT), including formation of the KP Technology Strategy - in support of the Kaiser Permanente annual Strategic Plan, the Care Connectivity Consortium (CCC), Innovations in Health Technology, an enterprise-wide Digital Strategy, and many others.

The Director, Integrated Program Management Office (IPMO will report to the ED of Integrated Program Management Office (IPMO) IT Strategic Services, SI&O organization within Kaiser Permanente IT. This individual will be responsible for the creation and operationalization of portfolio, program and project management processes for use by KP's Large Programs to more effectively manage and deliver business transformation efforts in an IPMO. This individual will streamline, standardize and/or create portfolio management tools to oversee some of KP's largest and most strategic technology investment projects. This individual will be responsible for creating standardized tools and processes to initiate, track and measure project deliverables and across integrated Business and Technology delivery teams.

This position will be accountable for the creation of IPMO portfolio, program and project management processes for use by KP's Large Programs to more effectively manage and deliver business transformation efforts.

The primary objectives of the IPMO include, but not limited to:

- Improving the delivery of large complex projects by creating standard processes, tools, and templates that will be used consistently across the IT organization
- Delivering a consistent method to report on project status, including success stories, lessons learned and risk/mitigation planning
- Develop process to assess and measure project health with quantitative metrics
- Identify suite of tools that will be used across all projects to ensure consistent project management and tracking of critical project information
- Establish a 'flight control' capability to easily track interdependencies of major projects
- Partner with Enterprise Risk to assess project risk and impact to business and IT organization

Principal Responsibilities:

- Develop an Integrated PMO methodology defining a set of project management, program management and portfolio level processes to standardize mega-program software delivery across the organization. This includes but is not limited to:
Project management: reporting requirements, issue & risk tracking processes, standard key milestone & dependency management processes, and critical path tracking mechanisms; Program management: reporting requirements, governance structure models, communication plans, business functional delivery approaches, and PMO processes Portfolio management: portfolio level tracking dashboards, sponsor and steering level sample reports, program management processes
- Provide program management best practices to mega-program teams, provide project management methodology and tools support, and conduct project health assessments
- Create and maintain exceptional partnerships with business partners, IT leadership, and communities of interest This leader will establish extensive collaborative relationships with business partners, regional and portfolio Business Information portfolio managers, KP-IT and leadership to create strategic planning resources to ensure business teams create fully informed business strategies, and well developed business cases prior to seeking funding
- Provide executive steering committee support including portfolio dashboards, a portfolio management tracking function, facilitation of issue escalation, and creation of strategic thoughtware

Qualifications:

Basic Qualifications:

- Bachelor's degree in a related field and/or 4 years of equivalent work experience.
- A minimum of 10 years of Program/Project Management experience.
- Minimum 10 years management-level IT leadership experience leading transformation technology programs in complex organizations.
- Proven success in multiple leadership positions leading highly complex enterprise-level strategic and operational initiatives on a national or global scale, with successful implementation of dramatic and transformational strategies.
- Career experience in IT program leadership and IT program management

Preferred Qualifications:

- Additional senior-level leadership experience in IT operations, consulting and/or engineering is strongly preferred.
- Master's level graduate degree and/or M.B.A. preferred.
- Healthcare industry knowledge.
- Information technology experience.
- Should have managed project budgets of over $20 million.
- Project Management Professional (PMP).
