Under the direction of the Training Manager assists in development and implementation of all training programs in a specific area or a functional unit within the Northern California and/or Southern California regions. Conducts training for a variety of audiences within the unit, including leadership and front line staff. Evaluates effectiveness of training and provides feedback to management and leadership.
Essential Functions:
- Delivers training for a cross-functional, continuous learning environment and assists in measuring the accuracy, comprehension and effectiveness of training sessions.
- Ensures strategic direction of training aligns with organizational plans.
- Demonstrated proficiency in developing and administering training need assessments, analyzing organizational challenges and developing organizational solutions that have a measurable impact on addressing performance gaps and problems.
- Develops targeted training programs.
- Directs development of course evaluations.
- Provides train-the-trainer programs.
- Participates in development and implementation of training programs.
- Manages and maintains multiple concurrent tasks and updates the Training Manager of areas that need attention.
- Partners in development of quality assurance programs and ensures that information provided to department or functional unit staff members is accurate, consistent and delivered within prescribed protocols.
- Provides ongoing process of collecting feedback, monitoring and assessment of training needs to identify procedural/protocol deficiencies and provide refresher training.
- Participates in implementing strategies to track and communicate the success of training efforts.
- Establishes effective working relationships with peers both internal and external to Kaiser Permanente.
- In collaboration with management, ensures efficient, effective staff development through delivery of consistent and appropriate training and communication techniques.
- Meets timeframes for performance while balancing the need to produce high quality work.
- Participates in departmental meetings, training and unit self-audits as requested.
- Participates in development of written materials for various peer groups and high-level audiences, including formal presentations.
- Participants in development and implementation of tests related to the certification program.
- Tracks test scores and follows up with staff after test, providing correct answers and instruction.
Qualifications:

Basic Qualifications:
- Minimum of three (3) years experience in delivering training.
- Demonstrated experience in instructional design and delivery.
- Experience in training needs analysis.
- Bachelor's degree or equivalent experience in business administration, health care administration, public health administration or other related field.
- Outstanding written and oral communication and presentation/training skills.
- Working knowledge of adult learning techniques and concepts.
- Competent working knowledge of Kaiser Permanente Health Plan benefit plan/contracts/systems strongly preferred.
- Proficient in conflict resolution, group interaction and team building.
- Ability to use sound judgment and to handle potentially charged issues independently but with the knowledge and ability to escalate and ask for help when needed.
- Ensures regulatory compliance with work product.
- Demonstrated ability to interact well with a diverse stakeholder group.
- Demonstrated ability to work calmly in a fast-paced, time sensitive environment.
- Strong computer skills (MS Office - Word, PowerPoint, Excel etc).
- Will require travel within the Northern or the Southern California Region.
- Must be able to work in a Labor/Management Partnership environment.
